CONTRACT INFORMATION: This is a pre-solicitation notice for a full and open Request for Proposal (RFP) W911KB25R0001 JBE088 Joint Integrated Test and Training Center (JITTC) Joint Base Elmendorf Richardson (JBER), Alaska. The design-bid-build project is for the construction of a 149,913-gross square-foot (GSF), two-story JITTC Flight Simulator Training facility. The resulting contract will be firm-fixed-priced. The estimated dollar magnitude is anticipated to be between $250,000,000 and $500,000,000. The estimated completion date will be 1540 calendar days from notice to proceed.
The procurement will be conducted using best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. There is no stipend authorized for this procurement. Offerors are advised that a contract resulting from this solicitation is subject to availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All Offerors are advised that this project may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/); joint ventures must be registered in SAM as the joint venture. An Offeror is required to be registered in SAM when submitting an offer and shall continue to be registered until time of award.
NAICS Code of Acquisition: 236220. The Small Business size standard is $45,000,000.

PROJECT INFORMATION: USACE - Alaska District has a requirement to construct a 149,913-gross square-foot (GSF), two-story structure. Spaces include both secure and non-secure areas composed of simulator rooms, briefing rooms, mission operation centers, a central server room, an auditorium for 206 persons, administrative space, security office, break rooms, and storage. A utility yard has been provided outside the JITTC facility to include areas for the chiller equipment, standby generator enclosures, and supporting fuel tank areas. Utilities include standard domestic and fire protection water, electrical, sanitary sewer, and communications systems. Site improvements include earthwork, landscaping, and exterior lighting including parking, sidewalks, and roadways, and a substation.
A completed and signed Project Labor Agreement will be required with submission of the proposal – offerors must comply with FAR Clause 52.222-33.
The solicitation contains Controlled Unclassified Information (CUI); the CUI documents shall be safeguarded. DFARS Clause 252.204-7012 SAFEGUARDING COVERED DEFENSE INFORMATION AND CYBER INCIDENT REPORTING (MAY 2024) (DEVIATION 2024-O0013, REVISION 1).
Contractors required to implement NIST SP 800-171, in accordance with the clause at DFARS 252.204-7012 and are required at time of award to have a NIST SP 800-171 DoD Assessment that is current (i.e., not more than 3 years old) (see DFARS 252.204-7019).

OBTAINING THE SOLICITATION: The solicitation for this project will be provided in electronic format only and is currently scheduled to be available for download on or about 20 December 2024.

The Attachments containing CUI are marked as restricted and can only be viewed or downloaded from the Secure Portal. PIEE Proposal managers can request access to restricted attachments by:
1. Selecting the Request Access to Restricted Attachments button in the Attachments section.
2. On the Restricted Attachment Access Request modal, complete all necessary fields, including Reason for Access Request.
3. Select the Confirm button to submit the request.
4. The request will be sent to the Solicitation Manager on the Solicitation for review. If access is granted, the Proposal Manager will be notified via email and system notification of the approval.
It shall be the contractor’s responsibility to check websites for any amendments. The offeror shall submit in the proposal all requested information specified in this solicitation.
