INVITATION
The City of Greenbelt seeks the services of a consulting firm that specializes in government relations, advocacy and advisory services to assist the
City
in pursuing its Legislative priorities at the County and State Level.
Greenbelt is a chartered municipal government located within the Baltimore-Washington region in Prince George’s County, Maryland. Greenbelt is nationally recognized as one of the historic planned communities of President Roosevelt’s New Deal era. In 2017, Greenbelt celebrated the 80th anniversary of the community’s incorporation and community spirit of cooperation and inclusion. An active citizenry of over 2

,000 residents is served by the Council-Manager form of government. Seven Councilmembers appoint a

city employees who provide a variety of services including city police; social services (individual and family counseling, emergency relief, independent senior living support (geriatric case management, home visits by student nurses), GED and English as a Second Language Tutoring, training for parents and children); recreation including two community centers, an aquatic and fitness center, an arts program, as well as numerous parks, trails, a forest preserve, and Greenbelt Lake; public works; planning; code enforcement, animal control; and an affordable housing apartment building. Greenbelt has earned Sustainable Maryland designation and has dedicated staff to environmental stewardship. The City coordinates with the Maryland National Capital Park and Planning Commission (M-NCPPC) as the City does not have zoning authority. For more information about the

PROJECT OVERVIEW
The successful
partner

SCOPE OF
SERVICES
The
selected legislative consultant
will perform the
following
services
for both
Maryland General Assembly (MGA) and Prince George’s County legislative activity.

Identification of county and state legislation impacting Greenbelt

Bill sponsor/co-sponsor
o
Has it been cross-filed
o
Summary of the legislation
o
Key issues and impacts to Greenbelt
o
Providing copies of bills and related filings
•
Identification of key dates/milestones
o
Hearings
o
Testimony opportunities
o
Public comment periods
•
Provide
assistance to
City officials to interpret legislation and file comments as appropriate.
•
Provide detailed written monthly reports to the
City Manager/Assistant City Manager
covering all activities pertaining to the
City
and its legislative agenda.
Account
Management
•
Meet with City Manager/Assistant Manager as needed for the purpose of carrying out legislative reporting.
•
Provide
weekly reports on bills being tracked with a
status report
•
Weekly 30-minute legislative update conference calls during
the
MGA session
•
Bi-weekly 30-minute legislative update conference calls after MGA for County legislation
, or additional meetings as needed.
5.
PROPOSAL REQUIREMENTS
•
Description of the firm including
the
location of the office
serving the account.
•
Indicate any certifications including MBE/WBE.
•
Describe why your firm is interested in this account.
•
Provide information on the firm's expertise in working with municipalities, and governments.
•
List names, qualifications and roles of the individual(s) who would be directly involved in the creation and implementation of the scope of services.
•
Provide a brief statement regarding the firm's approach to client interaction.
•
Provide information regarding fees,
any third-party
costs, and billing terms, providing pricing as a retainer and hourly contract model.
•
Provide information on any perceived conflicts of interest.
•
Provide two recent and appropriate examples of the firm's work with comparable local
governments.

EVALUATION
OF PROPOSALS
Evaluation of proposals will be based on criteria at the Owner’s sole
discretion but

agrees and warrants that it fully understands the project requirements. The Client reserves the right to amend or cancel the RFP at any time at its sole discretion before the execution of a contract with the selected
legislative consultant
. In the event the RFP is withdrawn or
canceled
, the Client shall not be liable to any proposer for the costs incurred in connection with the RFP or the preparation of the proposer’s response.
