Description

THIS IS A Source Sought Notice ONLY. The Government intends to set aside this requirement for small business concerns, contingent upon the results of this Sources Sought confirming the availability of at least two qualified and capable small business respondents for the Fort. Bragg Concrete Crushing and Recycling Service. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Woman-Owned Small Business concerns), to identify their capabilities in meeting the requirement.



This notice is issued solely for information and planning purposes-it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S Government to contract for any supply or service. Further, the U.S Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The U.S Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government Point of Entry. It is the responsibility of potential offerors to monitor the Government Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 238910, “Site Preparation Contractors” with small business size standard $19.0 million.



Attached are the draft Performance Work Statement (PWS).



In response to this sources sought notice, please provide:




  1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certification(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

  2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursed, if any.

  3. Provide information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. Supply information to help determine if the Ft. Bragg Concrete Crushing and Recycling Service for DPW FORT BRAGG, NC is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

  4. Provide information to help determine if the services for Ft. Bragg Concrete Crushing and Recycling Service are commercially available, including pricing information, basis for pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

  5. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.

  6. Recommendations to improve the approach/specifications/draft PWS/ acquiring the identified items/services.





GENERAL:

This is a non-personal services contract to provide concrete crushing operations for stockpiled concrete, bricks,

blocks, and asphalt to a usable aggregate to be used on training roads, parking lots, and other identified areas

for fill material.




  • The Government will not exercise any supervision or control over the contract service providers.

  • The Contractor shall perform to the standards specified in this Performance Work Statement (PWS).

  • Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to theGovernment.

  • The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials,supervision, and other items and non-personal services necessary to complete the requirements asoutlined and defined in this PWS.



Description of Services/Introduction:

The Contractor shall provide comprehensive management, supervision, personnel, labor, equipment, supplies,

facilities, transportation, tools, materials, other items and non-personal services necessary to perform all

concrete crushing/recycling operations as detailed and defined in this Performance Work Statement (PWS), Part

5 Specific Tasks concrete crushing/recycling operations. This shall be done IAW all the terms, conditions,

general and special provisions, specifications, attachments, and exhibits contained herein or incorporated by

reference. The Contractor shall ensure that all work meets or exceeds the Specified Tasks listed in part 5.

The Contractor shall perform to the standards in this contract.

Background:

Fort Bragg, located in Cumberland County, North Carolina. Spans approximately 161,000 acres and includes

6,016 buildings. The population consists of about 67,000 military personnel, Government civilians, and

Contractor personnel, along with 25,000 resident family members.

Concrete waste generated from demolition and construction projects at Fort Bragg is transported to the Lamont

Landfill Facility, where it is recycled by crushing the waste into specified sizes. Concrete waste is delivered to

the landfill, where it is stockpiled in a designated recycling area managed by the Government. Currently, there

are about 1,000,000 tons of concrete waste stockpiled at the facility.



Scope:

The Contractor is responsible for performing rock crushing services in accordance with the performance

standards outlined in this PWS. They must ensure the provision of management, equipment, and personnel

necessary to crush concrete waste into usable material for use at Fort Bragg. Additionally, the Contractor will

provide management, equipment, and personnel to stockpile this material in the designated space as defined in

this contract, and in accordance with all other terms, conditions, and provisions contained herein.
