Bid Synopsis: The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for Fraud Audit Support contracted staff for the Department of Children and Families (DCF), Division of Early Care and Education (DECE), Bureau of Child Care Subsidy Administration (BCCSA), program integrity sections. DECE licenses and regulates quality child care in the State of Wisconsin and assists qualifying families by providing subsidy to eligible families to assist with child care costs through the Wisconsin Shares Program and (BCCSA) monitors and investigates possible fraud in the Wisconsin Shares Child Care subsidy program.

The work conducted by BCCSA’s Program Integrity Sections is essential to ensuring that the Wisconsin Shares program is utilized as it's intended by its clients, both families utilizing the Wisconsin Shares Program and the child care providers who accept subsidy payments from these families. Fraud Audit Support contractors play a critical role in the audit process by performing administrative duties that assist the lead auditors and investigators in determining fraud. Audit Support contractors will review and determine accuracy of attendance records, enter data into systems, interpret statutues, policies, procedures, and admininstrative codes in reviewing and compiling this information, research necessary pieces of data in complex data systems, verify employment status of clients via phone calls and other research, and prepare paperwork for hearings. The administrative and audit support provided allows the lead auditors to maintain a higher caseload and frees the lead auditors up to perform the analysis of complex data. Audit support contracted staff receive calls from the public who have program integrity related concerns. They and must be able to handle phone calls with diplomacy, discretion, and provide cleints with accurate information as appropriate allowing lead auditors and investigators to focus on case analysis.

The State as represented by DCF intends to use the results of this RFB to award one (1) contract for the services outline in the RFB. DCF seeks bidders who have a minimum of three (3) years’ experience providing staffing services to State or private agencies in the content area of fraud and audit support or closely related paraprofessional support services, such as general administrative and record-keeping. The awarded bidder, hereafter vendor, must be able to recruit, screen applicants through resume review, interview, and conduct background check reviews to provide well-qualified applicants to the department for audit support services as described in Attachment E - Scope of Services. Requirements of the bidder/vendor are outlined in sections 6 and 7 of this RFB.
