Solicitation Summary
Prince George’s County, Maryland (“the County”), through the Office of Procurement (OOP), on behalf of the Department of the Environment (DoE), is issuing this Request for Information (RFI) to identify qualified vendors capable of providing a fully integrated, AI-enabled smart surveillance and license plate recognition (LPR) system to support the County’s Comprehensive Litter Elimination, Abatement and Reduction Program (CLEAR).
This RFI is issued for information and planning purposes only and does not constitute a solicitation, an Invitation for Bids (IFB), or a Request for Proposals (RFP). No contract will be awarded as a result of this RFI, and the County is not obligated to issue a formal solicitation. Responses to this RFI will be used to assess market capabilities, evaluate available technologies, identify industry best practices, and inform the structure of any future competitive procurement.
The CLEAR program represents a fundamental strategic shift from reactive cleanup to technology-enabled deterrence. Proposed County legislation will establish an administrative civil fine structure that ties violations to the registered vehicle owner, analogous to Maryland’s existing automated speed camera framework.
Under this model, camera-captured evidence will be actionable without requiring officer witness, enabling the County to pursue civil citations based on photographic and LPR evidence alone.
The anticipated system will be deployed initially at forty (40) locations across the County’s approximately 2,045 centerline-miles of roadway, with the capacity to scale to hundreds of camera units countywide as the program matures and enabling legislation is enacted.
