Title: Plan Check Consultants - Building Division
Addenda: 0
Release Date: 5/22/2026
Due Date: 6/5/2026
The City of Thousand Oaks, Building Division, is seeking a qualified consultant to provide professional plan check services in support of the City’s development review functions. As the community continues to experience a steady volume of residential, commercial, and tenant‑improvement projects, the City aims to ensure that all work is evaluated promptly and in accordance with applicable codes and standards.
The selected consultant will work collaboratively with City staff to perform comprehensive plan reviews, and assist in maintaining a consistent and high level of customer service for residents, contractors, and design professionals. Services will include evaluating plans for compliance with building, electrical, mechanical, plumbing, energy, and accessibility codes.
This partnership will help the Building Division maintain timely service delivery, uphold public safety, and support the community’s commitment to quality construction and sustainable development. The City is looking for firms with proven expertise, strong communication skills, and a dedication to providing clear, accurate, and responsive technical guidance throughout all phases of plan review.
The City of Thousand Oaks, located in eastern Ventura County, spans 56 square miles and serves a diverse population of approximately 122,000 residents. As a general law city governed under the Council/Manager model, Thousand Oaks places strong emphasis on delivering high‑quality public services, supporting responsible development, and maintaining a safe, thriving built environment. With a district‑based, five‑member City Council—one of whom serves as Mayor annually—the City continues to prioritize community expectations for transparency, sustainability, and timely service delivery. This organizational structure, combined with the City’s commitment to thoughtful planning, creates a clear need for reliable professional partners who can help uphold safety standards and meet regulatory obligations as development activity continues to evolve.
To support economic development, major capital investments, and several large private development projects on the horizon, the Building Division requires consultant services that not only supplement staff capacity but also enhance efficiency, responsiveness, and technical excellence. These upcoming initiatives present both opportunities and challenges—from managing complex plan reviews for mixed‑use and commercial developments to ensuring consistent turn-around times as construction activity accelerates. A consultant who understands the City’s growth trajectory, customer service expectations, and commitment to high‑quality development will be well positioned to contribute meaningfully. Delivering accurate, timely, and collaborative plan check services will not only keep projects moving but also “hit the ball out of the park” by reinforcing public trust and supporting the City’s long‑term vision for sustainable, well‑designed growth.
