ADVERTISEMENT FOR QUALIFICATIONS AND BID
COMPLETE ABATEMENT AND
DISPOSAL OF ASBESTOS-CONTAINING MATERIALS AND STRUCTURE DEMOLITION SERVICES
737 MOUNTAINVIEW DRIVE
Notice is hereby given that the CITY OF MOAB (OWNER), will accept qualifications and bids from qualified proposers to provide all services for the complete abatement and disposal of asbestos-containing materials and the demolition of the residential structure located at 737 Mountainview Drive. (Bids which do not provide all services will be rejected as incomplete.)
Scope of Work
-- Perform and manage abatement and disposal of asbestos-containing materials (including friable asbestos) of a fire-damaged, single-household residence. Any property elements that are compromised, damaged, or interfere with the essential functions of abatement and disposal shall be included in demolition and disposal.

Asbestos testing by a qualified testing firm has been obtained by the City and is available in the Bidding Documents. All friable asbestos will be taken to a landfill of your choice that accepts the material; non-friable asbestos will be taken to the Klondike Landfill, Moab, Utah. All other materials will be taken to the Moab Landfill or the Canyonlands Transfer Station. The City will directly pay landfill disposal fees incurred only at the Moab Landfill.
The selected contractor must provide all regulatory agencies including the Utah Department of Environmental Quality/Air Quality with the required notification of asbestos abatement activities ten (10) working days prior to commencement of demolition activities. All work shall be done in compliance with local, state, and federal laws and regulations. This includes, but is not limited to, dust abatement and site security/safety. All asbestos-containing materials and demolition materials are to be removed, and the demolition notification form coordinated with the City Building Official and/or Inspector. Proof of insurance will be required before notice to proceed is issued. Names and required contact information of all subcontractors along with copies of contractor license, business license, and all relevant certifications for the applicant and all subcontractors shall be provided as part of the Bidding Documents.
All questions regarding the project will be received via email to the following: bellison@moabcity.gov and compliance@moabcity.gov until 12:00 p.m. on Friday, September 5, 2025.
All addenda and responses to questions will be issued by 5:00 p.m. on Wednesday, September 10, 2025.
Separate bids will be received by the OWNER until 2:30 p.m. on Wednesday, September 17, 2025. Bids shall be submitted to https://utah.bonfirehub.com/, prior to the Bid Opening. Incomplete and partial bids will not be accepted for this project.
The Bid Opening will be held at the City of Moab Council Chambers at 2:30 p.m. on Wednesday, September 17, 2025.
Bid selection will be completed by mid-September; winner of the bid will be notified within seven (7) days of selection date.
Work will commence within thirty (30) days of the contract date.
BIDDING DOCUMENTS, including a required Bid Form and sample contract, will be provided as a PDF to interested bidders.
The OWNER reserves the right to reject any or all bids, including without limitation, nonconforming, non-responsive, unbalanced, or conditional bids.
