The County of Santa Cruz, Department of Community Development & Infrastructure is seeking proposals from qualified consulting firms for construction management services, including environmental monitoring, testing and labor compliance consulting services, to aide in the construction phase management of the San Lorenzo Way Bridge Replacement Project in Santa Cruz County.
The construction contract includes 190 working days, spanning multiple seasons due to environmental permit time constraints. Contract Execution is anticipated for the end of summer 2026.
The project’s participating costs are 100% funded by the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) administered by Caltrans District, 5 with non-participating costs being funded by HUTA and SB1 funds. The Project will meet current County, FHWA, AASHTO, and Caltrans standards. The project and consulting firm services shall fully comply with Federal, State, and Local regulation as well as Chapter 6 of the Local Assistance Programs Guidelines (LAPG) and the entire Local Assistance Procedures Manual (LAPM).
The services contract will be a single project with a cost-plus-fixed -fee compensation structure per LAPM 10.1.3.
The existing one-lane bridge was constructed in 1920 as a seven-span with a double hinged steel spandrel arch main span with timber deck and timber approach spans on unknown foundations thought to be spread footings with limited information. Based on its age and condition, the bridge is being replaced with a new two-lane concrete box girder structure. The proposed bridge will be built in the same alignment as the existing bridge. San Lorenzo Way at HWY 9 will be closed during construction with a detour in place accessed from Mt. Hermon Road.
Several utility lines owned by various utility companies currently cross the bridge including water, high pressure gas, and electricity. Removals and relocations will generally be handled by the utility companies. The bridge contractor will install a casing for the gas line and two water lines within the new bridge.
