Energy Auditor RFP - Whole Home Performance Comprehensive Site Evaluation

The Redevelopment Authority of the County of Lancaster is seeking proposals from experienced and qualified vendors with the capability to perform whole-home Comprehensive Site Evaluations (CSE) for a first-of-its-kind county-wide Whole Home Performance (WHP) Program Initiative. The Program is designed to combine funding from multiple federal, state, local, utility, and other sources in a single project to address a home’s health, safety, and energy efficiency needs.

Redevelopment Authority of the County of Lancaster
The Redevelopment Authority of the County of Lancaster is seeking proposals from e xperienced and
q ualified vendors with the capability to perform whole-home Comprehensive Site Evaluations (CSE) for a
first-of-its-kind county-wide Whole Home Performance (WHP) Program Initiative. The Program is
designed to combine funding from multiple federal, state, local, utility, and other sources in a single
project to address a home's health, safety, and energy efficiency needs. The CSE is designed to collect
data on the current condition of the home by combining a decent, safe, and sanitary home inspection
and a full DOE Weatherization Assistance Program energy audit. The CSE is intended to develop a
complete understanding of the home's condition so that health, safety, durability, structural, and energy
efficiency improvements can be integrated into a single coordinated rehabilitation strategy.
