The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Government requires engineering, technical, and maintenance support for its F-16 De-fastening Robot (USAF Asset Number 110576) located at Hill AFB, Utah.
The De-fastening Robot aids in the removal process of F-16 skins and has been designed specifically for that task. Accordingly, the device and related systems require periodic recalibration, optimization of maintenance schedules, support, and if necessary, a rapid-response for repairs.
As the Original Equipment Manufacturer (OEM), SAE Inc. (CAGE: 822J6) retains proprietary data rights and owns the exclusive technical data, software code, and engineering drawings required to calibrate, maintain, and repair the asset. The government does not possess, nor does it have the rights to purchase or distribute, the technical data package required to permit competitive software or mechanical support. Because of this, the Government intends to issue a sole-source solicitation/contract to SAE Inc.
All responsible sources may submit a capability statement and proposal which shall be considered by the agency. Responses should specifically address a firm’s ability to provide support and services for the SAE De-fastening Robot, USAF Asset Number 110576.
Respondents to this solicitation shall specify whether the entity is a large business, an 8(a) concern, a women-owned small business, a HUBZone small business, a veteran-owned small business, or a service-disabled veteran-owned small business. Respondents must also specify whether they are a US-owned or foreign-owned firm.
