Online bids for improvements to the Gardner Municipal Airport will be received by the City of Gardner through
QuestCDN until 2:00 P.M. (CDT), Thursday, August 13th, 2026.
A virtual reading of the bid results will be conducted at 2:30 P.M. (CDT), Thursday, August 13th, 2026. You
may request an invitation to the virtual bid reading meeting by contacting Jordan Hairgrove with Lochner at
jordan.hairgrove@hwlochner.com.
The work involved includes the following:

directly to QuestCDN. This cost includes access to online bidding. There will be no refunds. The QuestCDN
project number is 10273142. Bid quantities and schedules may be viewed prior to purchase under the “view
bid documents” section on QuestCDN.
Plans and Specifications are on file and may be examined at Gardner City Hall, Public Works Department and
office of the Public Works Director, 120 E. Main Street, Gardner, Kansas, 66030, and at the office of the
Consulting Engineers, Lochner, 15717 College Boulevard, Lenexa, Kansas 66219.
Each online bid submittal must include a PDF copy of a Bid Bond executed by a Surety Company in an amount
not less than five (5) percent of the total bid made payable to the City of Gardner, Kansas and uploaded to
QuestCDN as part of the bid submittal process.
The Bidder must supply all the information required by the proposal forms and specifications and must bid on
all items of every schedule. The City of Gardner, KS reserves the right to waive any informality in, or to reject
any or all portions of, the various bid items. No proposal may be withdrawn for a period of ninety (90) calendar
days from the opening thereof.
A non-mandatory virtual pre-bid meeting for all prospective bidders will be held via Microsoft Teams at 1:00
P.M. (CDT), Tuesday, July 28th, 2026. You may request an invitation to the pre-bid meeting by contacting
Jordan Hairgrove with Lochner at jordan.hairgrove@hwlochner.com. Prospective bidders that would like to tour
the project site shall schedule your visit with Artur Graesser, City of Gardner, at 913-884-2796

CONTRACT TIME: The Owner has established a contract performance time of one hundred eighty (180)
calendar days for the material procurement phase from the date of the MATERIAL PROCUREMENT Notice-
to-Proceed.
If Schedule A, B, C, or D ONLY are awarded:
The Owner has established a contract performance time of one (1) phase totaling fifty (50) calendar days from
the date of the CONSTRUCTION Notice-to-Proceed. All project work shall be substantially completed within
the stated timeframe. This project is subject to liquidated damages as prescribed herein.
If Schedule E + Schedule A, B, C, or D are awarded:
The Owner has established a contract performance time of two (2) phases totaling seventy-five (75) calendar
days from the date of the CONSTRUCTION Notice-to-Proceed. Phase 1 shall span fifty (50) calendar days or
less and Phase 2 shall span twenty-five (25) calendar days or less. All project work shall be substantially
completed within the stated timeframe. This project is subject to liquidated damages as prescribed herein.
Shifting of contract time between phases will not be permitted.
CONTRACT AWARD SCENARIO Award of contract will be based on the lowest aggregate sum proposal
submitted from those bidders that are confirmed as being responsive and responsible for the following
scenarios:

• Schedule B + Schedule E
• Schedule C + Schedule E
• Schedule D + Schedule E
The proposed contract is subject to:
• Buy American Preference (Title 49 USC § 50101, Executive Order 14005, Pub. L. No. 117-58, and BABA)
• Civil Rights Title VI Assurance (49 USC § 47123 and FAA Order 1400-11)
• Davis Bacon Act (40 USC §§ 3141-3144, 3146, and 3147), as amended
• Debarment and Suspension restrictions (2 CFR Part 180)
• Federal Fair Labor Standards Act – Federal Minimum Wage (29 USC § 201, et seq, 2 CFR § 200.430).
• Lobby Federal Employee restrictions (21 USC § 1352)
• Procurement of Recovered Materials requirements (Section 6002 of the Solid Waste Disposal Act, as amended
by the Resource Conservation and Recovery Act, and the regulatory provisions of 40 CFR Part 247)
• Trade Restriction Certification
Minimum wage rates as established by the Secretary of Labor and State of Kansas are applicable to all schedules
awarded for this project.
