PUBLIC NOTICE TO BIDDERS
SOLICITATION OF SEALED BIDS FOR REHABILITATION for
Holmes County, Walton County, and Washington County
SHIP Program
A Pre-Bid Conference will be held on Monday August 17th at 8:30am, Tuesday August 18th at 8:30am, and
Wednesday August 19th, 2026, at 8:30 AM for SHIP projects in Holmes, Walton, and Washington Counties.
On Monday August 17th at 8:30am, meet at Holmes County BOCC conference room at 107 E. Virginia
Avenue, Bonifay, FL 32425 for walk throughs of seven rehabilitation projects involving SHIP rehabilitation.
On Tuesday August 18th at 8:30am meet at Washington County BOCC conference room at 1331 South Blvd.,
Chipley, FL 32428 for walk throughs of six rehabilitation projects involving SHIP rehabilitation.
On Wednesday August 19th at 8:30am, meet at the Walton County Planning and Development Services 842 FL-
20 Unit 110, Freeport, FL 32439, for walk throughs of five rehabilitation projects involving SHIP rehabilitation.
Work Write-Up documents/instructions, as well as the property listings, will be given to only the principal signers of
the contracting companies attending the pre-bid conferences. After a brief meeting at the above addresses, group
mandatory walkthroughs will be held at each residence in Holmes County, Walton County, and Washington County.
Changes made to update SHIP Work Write-Ups will be discussed by all attendees at each of the specified properties.
For bids to be considered, all contractors must follow the Work Write-Up documents/instructions received at the Pre-Bid
Conference which includes the Work Write-Up itemized labor and material costs, total bid cost written in ink, and
signed by the submitting contractor in a separate envelope marked "SHIP" designating the property address. When
any SHIP Work Write-Up is updated after the initial bid walk through, you must submit the updated Work Write-Up.
Any bid that does not meet this requirement and those requested in the Work Write-Up will not be considered. ECRC
and/or Holmes, Walton, and Washington Counties reserves the right to reject any and all bids. FAXED copies will not
be accepted.
Sealed bids FOR ALL PROPERTIES will be received at the Washington County Offices at 1331 South Blvd.,
Chipley, FL 32428 beginning Monday, August 17th through September 11th at 8:30am, at which time ALL bids
will be publicly opened and read aloud, (at the Washington County BOCC office). Contractors for the winning
SHIP bid will be announced immediately.
Closings for SHIP rehabilitation properties in Holmes County will be held at the Holmes County BOCC Conference
Room at 107 E. Virginia Avenue, Bonifay, FL 32425 on September 21, 2026, beginning at 8:30am; closing for SHIP
properties Washington County will be held at the Washington County BOCC Conference Room at 1331 South Blvd.,
Chipley, FL 32428 on September 22, 2026, beginning at 8:30am; closing for SHIP properties in Walton County
will be held on September 23, 2026, beginning at 8:30am, at Planning and Development 842 FL-20 Unit 110,
Freeport, FL 32439.
