Leak Detection Dog Services

SUBMITTAL - Scope of Work Response

Failure to provide documentation demonstrating the following required qualifications may result in the Contractor being deemed non-responsive.

Minimum Qualifications (Section 4.1.4 of Scope of Work):

Have a minimum of 3 years documented experience in training or providing working dogs for detection purposes (e.g., leak detection, search and rescue, explosives, narcotics, or similar specialized scent work).

Demonstrate specific experience with Leak Detection dogs in potable water and/or wastewater utility environments.

Provide at least two (2) references from municipalities, utilities, or comparable organizations that have used their Leak Detection dog services.

Employ certified professional dog trainers/handlers with verifiable credentials from a recognized working-dog training organization (e.g., National Association of Canine Scent Work, American Working Dog Association, or equivalent).

Please provide any training certificates, professional licenses, or industry certifications to prove verifiable credentials for the professional dog trainer/handler.

The Leak Detection Dog shall:

Be trained and certified in detecting treated potable water and wastewater leaks.

Be a non-aggressive breed and temperamentally suited for working in public and utility environments.

Please provide any training certificates, professional licenses, or industry certifications.

Be in good health, with up-to-date veterinary records, vaccinations, and a recent health clearance from a licensed veterinarian.

Provide health record of leak detection dog upon the City's request.

Demonstrate ability to work safely around traffic, construction sites, utility equipment, and groups of people.

Demonstrate reliability and consistency during training exercises or field demonstrations.

Handler Qualifications

The Handler shall have at a minimum two (2) years of experience working with the specific Leak Detection dog being provided.

The Handler shall be trained in interpreting the Leak Detection dog's alerts and preparing detailed reports of findings.

The Handler shall be familiar with water distribution and wastewater collection systems or receive City-provided orientation prior to work.

The Handler shall follow all City safety standards and field crew coordination requirements.
