Summary

Contract litter removal services for freeway on/off ramps and related administrative services. Service Provider shall provide twice monthly and on-request litter removal for the 101/23 Freeway interchange area, and once monthly and on-request litter removal service for the following 101 and 23 freeway “on/off ramps per direction” as defined below. Service Provider shall also provide administrative services required by Caltrans, including, but not limited to, processing the Adopt-A-Highway encroachment permit applications.

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis.

The City participates in the Adopt-A-Highway program as a sponsor. Sponsors “adopt” sections of roadway or on/off ramps and hire Caltrans-authorized contractors to conduct litter removal through Caltrans-issued encroachment permits. The City’s sponsorship in the Adopt-A-Highway program covers litter removal along fourteen on/off ramps along the 101 and 23 Freeways within the City and the 101/23 Freeway Interchange.

Thousands of vehicles travel the 101 and 23 Freeways daily and litter from them ends up on City streets and in storm drains. Through CalTrans' Adopt-A-Highway program, litter is removed once per month from freeway on/off ramps and twice monthly from the 101/23 interchange.

The current service contract expires on June 30, 2025. Caltrans-issued encroachment permits, which allow access to the State highway right-of-way for litter removal, also expire on June 30, 2025. The new Agreement holder will be required to renew these permits with Caltrans for an additional five years, until June 30, 2030.
