Specifications and other information can be obtained at the above address between 9

am and 3 pm, Monday through Friday. Proposals must be submitted on the forms and

in the manner specified and plainly marked with “WHEELER STAGE LIGHTING

PROPOSAL” on the lower left-hand corner of the outside of the envelope.

Proposals should not include federal or state taxes for which public schools are exempt.

Summary:

The North Stonington Board of Education (the Board) is requesting proposals from qualified firms,

contractors, or vendors to replace the stage lighting system in the Wheeler Middle/High School

gymnatorium, located at 297 Norwich-Westerly Road, North Stonington, CT 06359. The detailed

scope of work and specifications are listed below.

There will be a mandatory walk-through at Wheeler Middle/High School on Wednesday, August 12,

2026, at 8:00. Interested parties must sign in by 8:00 am at the main entrance.

All proposals shall be submitted in accordance with these specifications and the conditions set forth

in this Request for Proposal. The successful proposer may be required to sign a contract for the

project. The contract shall include the Contractor’s proposal as finally accepted and North

Stonington’s purchase order.

It is our intention to select a contractor or firm to provide these services based on factors that

include the comprehensiveness and quality of the proposal, the experience of the Contractor, the

costs submitted by the Contractor and factors that, in the opinion of the Board will lead to

efficient, cost effective, and successful completion of the project. Price in and of itself will not

necessarily be the deciding factor in awarding the contract.

Any addendum necessary to this document will be posted to the North Stonington Public Schools

website at https://www.northstonington.k12.ct.us., on the Board of Education page. Interested

contractors must check the website and confirm inclusion of any possible addendum in their sealed

proposal.

Scope of Work:

Stage Lighting System: Replace stage lighting system including, but not limited to:

1. Dimming cabinet, Relay cabinet, House Light dimming rack, and Control processors.

2. Electrical Distribution

a. Gridiron boxes, onstage connector strips, multicable, Kellum grips

b. New sleeved battens for onstage electrics

c. Wall-mounted distribution boxes USL, USR, DSL, DSR locations

d. Replace and relocate front of house distribution boxes to provide access to all

available hanging positions, inclusive of all circuits.

3. Networked DMX Control upgrades including

a. Networked DMX gateways

b. Equipment racks

c. Network PoE switches

d. Ethernet Patch Bays

e. UPS

f. Network access to all lighting positions: stage electrics

g. Wireless access point for wireless control of lighting system.

h. Upgrade existing control console to current software version

4. Lighting fixtures providing adequate stage lighting from front, rear and cyclorama

positions for theater productions, music performances, public assemblies:

a. LED Ellipsoidal or Profile spotlights for front lighting

b. LED Wash lights for rear lighting

c. LED Cyclorama fixtures

d. LED work lights mounted on stage electrics to increase lighting for classroom

and stage work functions with control from the system.

e. Cables and accessories to provide for proposed design and allow flexibility for

show-to-show changes, including DMX cables, Net cables, powercon extension

cables, Edison extension cables, diffusers, side arms, theatrical hardware.

5. House light system

a. Entry Stations

b. Stage Manager touch screen

c. Locking covers

d. Control processors

e. Dimming capabilities for performance level dimming for either existing house

lights or upgrades to LED house lights.

6. Provide:

a. Fully functioning performance and house lighting systems

b. System integration

c. Configuration and programming

d. Repertory lighting design with lighting plot with documentation, patch, and focus

notes.

e. System specific magic sheet design

f. Factory testing and commissioning of lighting system

g. Electrical, rigging, and low voltage installation and terminations

h. End user training

i. CT Licensed Electrical Contractor with experience in theater lighting and rigging

system installations having installed five similar projects in the last five years to

be utilized for installation.

j. Site to be left in clean condition daily. Existing components demolished or

unused materials or equipment to be removed from the site and recycled or

returned to the owners at their discretion.

7. Specifications are provided to ensure the quality level of equipment and installation.

Additional Specifications

● The Board will be performing scope reviews prior to any awards being made. Any adjustments to the

scope identified in this document will be confirmed via an Addendum listed on the North Stonington

Schools website. Vendors will need to check the website prior to submitting a final sealed proposal.

● It is the intention of the NSPS to award the work up to the maximum budget allocated for the project,

however prior to the award, the scope of work may be changed or reduced due to budget constraints

or other factors.

● Interested vendors must be experienced in design and installation of stage lighting and theater rigging

installations. A minimum of three references for similar jobs is to be provided.

● Submissions must include a proposed lighting plot based on the equipment specified.

● The contractor must submit appropriate evidence demonstrating the ability and the resources to

provide the specified services. Submittal of this information must include a list of school districts

and/or municipalities where the contractor has performed work.

● It is the contractor’s responsibility to examine all provisions of the project and to become fully

acquainted with the site, problems, conditions, and other factors that pertain to the project. No

claim for relief due to mistakes or omissions will be entertained and each contractor will be

held to their proposal.

● The Board reserves the right to waive errors in the RFP, to accept other than the low-priced

proposal and reject any or all proposals at its sole discretion.

● The successful contractor agrees to pay its labor force Prevailing Wage Rates and to comply with

all laws, regulations and ordinances regarding these wage rates and the recording of them set forth

by the Connecticut Department of Labor.

● All personnel required to perform under the contract shall be the employees of the Contractor.

The contractor will make available staffing that is adequate for efficient management and to

provide supervision. The contractor will assign only people acceptable to the Board.

● The successful contractor must meet all federal, state and local regulations while performing the

work in this RFP and all work shall be performed in accordance with applicable law.

● Buying and purchasing procedures will be according to state statutes and the Contractor will make

every effort to take advantage of all trade discounts and rebates, which shall be credited to the cost

of operations. No employee, official, manager, or representative of the Contractor shall accept

gratuities or "kickbacks" of any sort. In the event of a violation, the personnel shall be immediately

dismissed by the Contractor.

● It is strictly understood that the Contractor and its employees shall at no time bring upon the

premises any alcoholic beverages for sale, gifts, or use in any manner whatsoever. No tobacco or

drugs in any form are to be used by the Contractor or any of its employees on the premises. All

employees that perform work during the school day at the schools will have DCF and Police

background checks prior to entering any school.

● Original and complete Certificates of Insurance shall be presented prior to contract issuance.

Provider agrees to provide replacement/renewal certificates at least 60 days prior to the expiration

date of the policies.

● Insurance Requirements - Provider shall agree to always maintain in force during the contract the

following minimum coverage and shall name North Stonington Board of Education as an Additional

Insured on a primary and noncontributory basis to all policies except Workers Compensation. All

policies should also include a Waiver of Subrogation. Insurance shall be written with Carriers

approved in the State of Connecticut and with a minimum AM Best’s Rating of “A-“ VIII. In

addition, all Carriers are subject to approval by the North Stonington Board of Education.

The Board reserves the right to reject any proposal, in whole or in part, and to waive technical defects,

qualifications, irregularities, and omissions, if, in its sole judgment, the best interests of the Board will be

served. Each RFP received within the required time frame will be evaluated individually by the Board. Each

evaluation will come of necessity, consistent subjective judgments concerning each RFP.

If such a successful respondent fails to execute a contract within thirty (30) days after notification of

award by Board, the Board may cancel its action and reconsider other RFPs or solicit new proposals.
