    1. Prior Contract Award: What was the contract amount or pricing awarded under
    the previous Process Server contract, if available?
    2. Current Budget: Has Pueblo County established a budget or anticipated
    expenditure range for this contract?
    A: Child Welfare: $3,000
    Child Support: $6,000 projected, $10,000 maximum
    3. Payment Terms: What are the County's anticipated payment terms and payment
    schedule for services performed under this contract?
    4. Evaluation/Scoring: Could the County please provide the complete
    evaluation/scoring matrix, including any sub-criteria used to assign points within
    each category?
    A: The Evaluation process/scoring is on page 6 and page 11 of the Request for
    Proposal no. 26-25, it states:

    Evaluation Criteria and Contract Award
    Proposer(s) must complete and return the entire RFP packet. The County may
    conduct such investigations, as the County considers necessary to assist in the
    evaluation of any Proposal to establish the responsibility, qualifications and
    financial ability of any potential vendor to perform the services specified under
    this RFP within the prescribed time.
    Based on the evaluation process, a rank ordered list of responsive Proposer(s)
    shall be established. Oral presentations/interviews with the three (3) highest
    scoring firms, if necessary, will be scheduled during the time line as indicated in
    the Key Target Dates section of this RFP. Points received in the initial RFP

    Question and Responses
    1. Prior Contract Award: What was the contract amount or pricing awarded under
    the previous Process Server contract, if available?
    A: This information would need to be requested via the County Attorney's office
    through a CORA request.
    2. Current Budget: Has Pueblo County established a budget or anticipated
    expenditure range for this contract?
    A: Child Welfare: $3,000
    Child Support: $6,000 projected, $10,000 maximum
    3. Payment Terms: What are the County's anticipated payment terms and payment
    schedule for services performed under this contract?
    A: Payments to the Contractor shall be made monthly upon receipt of such itemized
    billings of costs.
    The parties hereto expressly recognize that Contractor is to be compensated
    with federal funds provided to the County from the Colorado Department of
    Human Services for the purpose of contracting for the services provided for
    herein, and therefore, the Contractor expressly understands and agrees that all
    its rights, demands and claims to compensation arising under this Agreement
    are contingent upon receipt of such funds by the County. In the event that such
    funds, or any part thereof, are not received by the County, the County may
    immediately terminate this Agreement.
    4. Evaluation/Scoring: Could the County please provide the complete
    evaluation/scoring matrix, including any sub-criteria used to assign points within
    each category?
    A: The Evaluation process/scoring is on page 6 and page 11 of the Request for
    Proposal no. 26-25, it states:

    presentations/interviews will be conducted with the three highest scoring firms.
    An award will be made by written or verbal "Notice of Award" to the selected
    offer. The decision of Pueblo County shall be final and conclusive, subject to the
    approval by the Board of County Commissioners.
    5. Multiple Locations: The RFP states that multiple attempts at different locations
    may be required for one service request. Can the County clarify whether pricing
    should be structured to include multiple locations within one service fee, or
    whether proposers may establish a separate fee for additional locations?
    6. Could the County provide an estimated annual volume of service requests under
    this contract, including an approximate percentage expected to be within Pueblo
    County versus other Colorado counties?
    A: Estimated Service Volume
    Child Welfare: 50
    Child Support: 140-200 Per year
    Percentage of service that was outside of Pueblo County
    Child Welfare: 30%
    Child Support: 15%

    Pueblo County reserves the right to award the contract to the highest scoring firm
    after the initial 100-point evaluation.
    If after the initial 100-point evaluation of all proposals Pueblo County deems,

    6. Could the County provide an estimated annual volume of service requests under
    this contract, including an approximate percentage expected to be within Pueblo

    A: This is an exclusive opportunity, however in the event that they are incarcerated
    or outside of the agencies' coverage area we will utilize the Sheriffs office or
    another provider that serves the required location.
    8. What are the County's current or historical rates for routine service, multiple
    attempts, rush/expedited service, skip-trace/locate work, and service outside
    Pueblo County, if this information is available?
    A: Provider establishes their payment structure for the different types of service.
    However, Child Support does its own locate research, so skip trace service is not
    requested.
    9. May the successful contractor utilize qualified independent process servers or
    subcontractors to perform field-service attempts while the prime contractor
    remains fully responsible for contract performance, quality control, reporting and
    compliance?
    10. If subcontractors or independent process servers are permitted, must all
    proposed field personnel be identified at the time of proposal submission, or may
    the successful contractor add qualified personnel during mobilization and
    throughout the contract term?
    A: See response to question 9, prior written consent and approval is needed.
    11. Please confirm whether there are any Pueblo County or Colorado specific
    process server registrations, certifications or other credentials that the County
    requires beyond those required by applicable law.
    A: No, specific certificates or credentials is required by Pueblo County.
    12. Does the County have a preferred or required turnaround time for the first service
    attempt after an assignment is received, including any different requirement for
    urgent or priority assignments?

    Dependent on how "Pueblo County" is defined.

    A: No subcontract shall be made by the Contractor with any other party
    for furnishing any services `contracted for without the prior written consent and
    approval of the Department. For services provided under any subcontract, the
    Contractor shall be responsible for contract performance and compliance with the
    terms and conditions of this Agreement. The Contractor shall select subcontractors
    on a competitive basis to the maximum practical extent consistent with
    the objectives and requirements of this Agreement.
    10. If subcontractors or independent process servers are permitted, must all
    proposed field personnel be identified at the time of proposal submission, or may
    the successful contractor add qualified personnel during mobilization and
    throughout the contract term?
    A: See response to question 9, prior written consent and approval is needed.
    11. Please confirm whether there are any Pueblo County or Colorado specific

    time frame is 15 days, motions and summons is 10 days.

    as part of their service plan?
    14. Does the County currently use, or prefer, any particular electronic system or
    method for transmitting assignments, status updates, affidavits/returns of service,
    photographs, GPS information or other service documentation?

    A: "Serve by dates" are provided to the contractor at time of request. Typically, APA
    time frame is 15 days, motions and summons is 10 days.
    13. Is there a minimum required number of attempts before an assignment may be
    returned as unsuccessful, or should proposers recommend an attempt structure
    as part of their service plan?
    A: Please provide an attempt structure as part of your plan.
    14. Does the County currently use, or prefer, any particular electronic system or
    method for transmitting assignments, status updates, affidavits/returns of service,
    photographs, GPS information or other service documentation?
    A: Email is what is currently used; however, we have utilized online systems with
    other providers.
