SPECIFIC OFFICIAL NOTICE NO. 7-2026

Sealed bids will be opened on Thursday, September 3, 2026 at 10:30 A.M. for COMBINED SEWER MAIN RELAY & COMBINED SEWER MAIN LINING & MANHOLE REPAIR AND LINING.

Bids are opened remotely and the public is welcome to attend.  Submit your bid either via Bid Express or via email to  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov as detailed below.  Contact  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov to attend the bid opening via conference call.

PROJECT NO. 1: COMBINED SEWER MAIN LINING & MANHOLE REPAIR AND LINING.

Located at:  	S. 12th St.  W. Manitoba St. to W. Oklahoma Ave.
	W. Manitoba St.  S. 6th St. to S. 12th St.

Time for Completion:  The large diameter sewer lining project shall be completed by March 26, 2027. The manhole lining work shall be completed by April 30, 2027. All work shall be continuous and the number of allowable work days shall be 65 work days.

Liquidated Damages, per diem:  $1,000

The residency requirement for this project is 40% of all hours worked on the project.  One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53209, 53210, 53212, 53215, 53216, 53218, 53224, and 53233.

The SBE requirement for this project is 3% of the contract base bid.  The SBE Compliance Plan (Form A) must be submitted with the bid in its entirety and is an element of bid responsiveness.  Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid non-responsive. The apprenticeship requirements for this project are:  1 Laborer  Construction Craft (or equivalent). If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program (RPP). Additionally, 40% of all RPP apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53208, 53209, 53210, 53212, 53215, 53216, 53218, 53224, and 53233.

The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project.  If the forms are not filled out properly, it will be cause for rejection of the bid.









PROJECT NO. 2: COMBINED SEWER MAIN RELAY & COMBINED SEWER MAIN LINING.

Located at:	E. Erie St. - 150+/- NW. of N. Broadway to N. Broadway
	E. Menomonee St.  N. Broadway to N. Jefferson St.

Time for Completion:  All work shall be completed by February 15, 2027. All work shall be continuous and the number of allowable workdays shall be 30 days.

Liquidated Damages, per diem:  $1,000

The residency requirement for this project is 40% of all hours worked on the project.  One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53209, 53210, 53212, 53215, 53216, 53218, 53224, and 53233.

Bid Security Required: Bond, Certified Check, Cashiers Check or Cash to accompany bid: 10% of the Contractors Base Bid.  For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing  HYPERLINK "mailto:DPWbids@milwaukee.gov" DPWbids@milwaukee.gov.  THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive.  The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder.

PAYMENT MONITORING REQUIREMENTS:  All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukees B2GNow contract compliance software within 30 days of the contract award date.  Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the Citys contract compliance software.  Please contact the Department of Compliance and Engagement (DCE) at 414-286-5553 should you have any questions or concerns regarding the training or reporting process.

PAYROLL MONITORING REQUIREMENTS: The Prime Contractor awarded this project is required to participate in training on the City of Milwaukees Labor Compliance Reporting (LCR) Software after the date of contract award.
