Test Engineering and Analysis Services (TEAS)

This special notice is issued in accordance with FAR 5.203, to synopsize the pending solicitation for the Test Engineering and Analysis Services (TEAS) requirement.

The United States Army Test and Evaluation Command (ATEC) requires a contract for the continuation of TEAS at White Sands Test Center (WSTC), located on White Sands Missile Range (WSMR), New Mexico. The scope of work is non-personal services for test engineering and analysis, software development, and test support to WSMR and its tenants. Specific functional areas include test planning, coordination, execution, and reporting of test results; data collection, management, and analysis; engineering and technical support; software analysis; Manpower and Personnel Integrations (MANPRINT); foreign national / media escorts; program management; and flight safety and systems engineering support services. The proposed contract action will replace current contract W91151-18-C-0013, with a current final expiration of 28 Feb 2025.

The TEAS acquisition is an 8(a) small business set-aside, conducted in accordance with FAR Part 15, and will result in a single award. The proposed contract includes a period of performance of up to five (5) years, with a thirty (30) day phase-in, eleven (11) month base year, and four (4) single-year option periods. FAR 52.217-8 Option to Extend Services will be included.

The request for proposal is anticipated for release ON OR ABOUT 21 October 2024.
