In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk’s 3rd floor office of the City of Redding, located at
City Hall, 777 Cypress Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Monday,
December 1, 2025, for furnishing the City of Redding a proposal for AVEVA PI system
implementation and integration, per specifications and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
The said proposals will be opened at 3:00 p.m. PT, on Monday, December 1, 2025, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The original (unbound, paper) proposal, three (3) complete bound copies, and a
USB/Flash drive with an exact PDF copy of the proposal in a sealed box or envelope clearly
marked with the proposer’s name and proposal schedule number 5654 shall be submitted. A
single set of the Contractor’s fee for the services required in this RFP shall be submitted, along
with the copies of the proposal, in a separate sealed envelope with the same notation as the
proposal.
The City will award any resulting contract in a manner consistent with the City
Purchasing Ordinance. Fax or electronic/email submission of proposals will not be allowed.
A virtual conference is scheduled for 10:00am on Monday, November 10, 2025.
The cut-off date and time for receiving questions regarding this proposal is 5:00
p.m. PT, on Wednesday, November 12, 2025. All inquiries must be made in writing and may be
submitted to the email address shown below.

IMPLEMENTATION AND INTEGRATION
(Bid Schedule 5654)
INTRODUCTION
The City of Redding invites the submissions of proposals to provide the City of Redding Electric Utility
(REU) support in implementing and integrating the AVEVA PI System on-premise software stack to act
as the historian, data visualization, and business intelligence & analytics tool for the city Power Plant and
to also assist in the preparation and pre-work for expanding the AVEVA PI System software stack to
replace Transmission & Distribution’s SCADA historian and analytics tools.
The ideal Consultant will have demonstrated experience successfully performing similar projects within
the power industry and will have the capacity and qualified personnel to execute the implementation of
the PI System software stack at the City.
BACKGROUND
The City of Redding is a 61 square-mile municipality located in Northern California, 160 miles north of
Sacramento, and serving a population of roughly 92,000. REU, a department of the City of Redding, is a
publicly owned, not-for-profit electric utility with approximately 44,500 customers both residential and
commercial. REU generates over 800,000 megawatt hours of electricity annually and serves a peak load
of over 250 megawatts.
POWER PLANT
REU operates a Power Plant located at 17120 Clear Creek Road in Redding that serves as its primary
local generation resource. When necessary, REU supplements power production with power market
purchases when economically feasible. The Power Plant has a total nameplate capacity of 185 MW and
consists of:
Three Gas Turbine Peaking Units
Two Combined-Cycle Gas Turbines
One Combined-Cycle Steam Turbine
The Power Plant also owns and operates a small hydro project at the base of Whiskeytown Dam.
Control and automation for the Redding Power Plant is accomplished through a single implementation of
the Siemens T3000 Distributed Control System (DCS). T3000 currently acts as the sole data historian and
analytics platform for the Power Plant.
The remote hydro project is controlled with a Rockwell ControlLogix Programmable Automation
Controller (PAC) and uses FactoryTalk as the data historian. T3000 is remotely connected to the site to
facilitate remote control of the unit by interfacing with ControlLogix and to collect critical data points
from the FactoryTalk historian. The collected data is at a lower resolution than what stored in
FactoryTalk.

TRANSMISSION & DISTRIBUTION (T&D)
REU is a member of the Balancing Area of Northern California (BANC) and operates its own scheduling
and marketing desk as a certified California Independent System Operator (CAISO) Scheduling
Coordinator (SC); as well as a current participant in the Energy Imbalance Market (EIM). Redding
Electric also has contracts for supplied power with the Western Area Power Administration (WAPA)
Sierra Nevada Region, and transmission rights on the California-Oregon Transmission Project (COTP) in
the amount of 140 MW.
REU manages 71.6 miles of 115kV lines, roughly 746 miles of overhead and underground 12kV
distribution lines, and 11 115kV to 12kV substations and leverages the OSI monarch platform for real-
time SCADA and Chronus data historian capabilities.
Redding Electric currently has the following North American Electric Reliability Corporation (NERC)
utility registration functions:
Distribution Provider (DP)
Generator Owner (GO)
Generator Operator (GOP)
Resource Planner (RP)
Transmission Owner (TO)
Transmission Planner (TPL)
Transmission Operator (TOP)
PI IMPLEMENTATION PROJECT
The implementation of the PI System will streamline data collection and analysis within the electric
utility and is divided into two major phases which are briefly outlined below.
PHASE 1*: Installation of hardware and PI System software stack, integration with current Power Plant
T3000 DCS, and training & support for affected stakeholders.
PHASE 2*: Replacement of Transmission & Distribution’s SCADA’s OSI Chronus data historian with
the PI System and training & support for affected stakeholders.
*This request for proposal primarily covers PHASE 1 and only requests preliminary or supplementary
consulting in regards to PHASE 2.
It is anticipated that City personnel take ultimate ownership of the PI System (both frontend and backend)
at the conclusion of the initial integration project.
The City has already identified the PI System Architecture that it is planning on implementing (see
Attachment #1.a) and identified the hardware and software that will be used.
INFORMATION TECHNOLOGY (IT) OVERVIEW
The City of Redding IT department currently supports its customers and operations using a variety of
information systems and technologies. The City of Redding’s network environment is comprised of
approximately 700 client workstations, 200 servers and multiple mobile devices across 24 departments,
connected by a combination of physical and wireless networks. The City of Redding employs both on
premise and cloud solutions to host information services such as email, GIS, customer Service, SCADA,
and financial information systems. The computing environment is hosted on virtualized infrastructure,

networking leverages industry standard switching technologies and Next-Generation Firewalls, and
cybersecurity leverages Next-Generation Antivirus and real-time monitoring solutions. The City of
Redding standards for information technology hardware, software, and protocols currently include the
following:

PROJECT STAKEHOLDERS
The following descriptions of project stakeholders and their roles are intended to give an overview of the
City’s internal stakeholders. The Consultant is expected to make role adjustments and recommendations
to facilitate PI System installation and integration success and robust long-term governance.
City Designated Project Manager
The City will designate a project manager that will work with the Consultant to coordinate and align
efforts between the Consultant and the City during the project. The project manager will be the primary
contact and driver for the project.
City Electric Utility Management Personnel
Key roles in upper management will utilize the capabilities enable through the PI System to consume
dashboards and trends that will give them better understanding of real-time conditions and operational
performance of City assets.
POWER PLANT STAKEHOLDERS
Power Plant Engineers
The Power Plant Engineers will be heavy users of the PI system and will create dashboards, analyses, and
alerts that will help to identify opportunities for improved performance, preventative maintenance, and
decrease time for root cause analysis. The Power Plant Engineers will be the primary creators of content
for PI Vision in regards to the Power Plant and will be the primary contacts for PI related questions or
requests from Power Plant personnel. The Power Plant Engineers will also coordinate with the Controls
and Instrumentation Technician to implement the connection to T3000. Power Plant Engineers will be
primarily responsible for managing naming conventions in regards to the power plant data and will
participate in overall PI governance.
