    The County of Marin is seeking proposals from qualified Community-Based Organizations to provide comprehensive programmatic, administrative, and engagement support for the Marin County Youth Commission. The Youth Commission serves as an advisory body to the Marin County Board of Supervisors that elevates youth voice in County policy development, civic engagement, and community decision-making. The selected organization will partner closely with County staff to support the effective operation, accessibility, and long-term sustainability of the Youth Commission.

    The scope of work includes overall program management and contract administration, including development and implementation of an annual workplan, providing updates and recommendations on matters impacting youth in Marin County, scheduling and coordination with the County staff liaison, and ongoing issue and risk tracking. The selected organization will support day-to-day operations to ensure timely execution of Youth Commission activities and alignment with County goals and requirements.

    Additional core functions include:

    • Program Management & Administration (coordination with county staff liaison to share Commission updates)
    • Meeting Operations Support (agenda coordination, materials distribution, minutes/notes support, action-item tracking, document management)
    • Recruitment & Outreach (school-year outreach strategy, partner coordination with schools/CBOs, info sessions, applicant pipeline tracking)
    • Nomination/Selection Process Support (application support, interview coordination, scoring/rubrics, committee support, recommendation packaging to the Marin County Board of Supervisors)
    • Onboarding & Retention (orientation, commissioner “starter kit,” mentorship/check-ins, attendance and engagement support)
    • Committee/Subcommittee Support (forming committees, charters, meeting coordination, deliverables tracking)
    • Facilitation & Youth Engagement (inclusive discussion facilitation, meeting norms, conflict navigation, balanced participation)
    • Policy/Current Events Education & Discussion Support (structured neutral dialogues on policies impacting schools/youth)
    • Service Navigation & Resource Coordination (resource inventory, warm handoffs, referral pathways—ensuring access to inclusive, affirming supports across diverse communities)
    • Partnership Development (identify/maintain partner network, guest speakers, allyship opportunities, collaboration tracking)
    • Civic Service & Team-Building Programming (activities, engagement tools, reflection/learning capture)
    • Reporting & Performance Measurement (cohort reports, dashboards, recruitment/attendance metrics, feedback/satisfaction collection)

    Contract Term and Proposal Submission

    The resulting agreement will be for one year, with the option to extend for two additional years at the County’s discretion. The proposal should include pricing per year. The tentative contract term is expected to run from July 2026 through June 2027.

    Proposals must be received by March 31, 2026, at 2:00 p.m. Pacific Time. Late submissions will not be accepted. The County of Marin reserves the right to modify the schedule and to reject any or all proposals in accordance with applicable procurement requirements.
