CATALOG: Charter Bus Services

THE INTENT OF THIS SOLICITATATION IS TO OBTAIN A VARIETY OF VENDORS WHO OFFER CHARTER BUS SERVICES.

The result of this bid is IDIQ (Indefinite Delivery, Indefinite Quantity).

CHARTER BUS SERVICES will be purchased/reserved on an as needed basis by means of a District-issued Purchase Order.

Effective AWARD DATE, through June 30, 2029

District reserves the right to utilize renewal options consisting of two (2) optional one (1) year periods.

Option 1 Renewal - July 1, 2029-June 30, 2030

Option 2 Renewal - July 1, 2030-June 30, 2031

Notification of request to utilize optional renewals will be made by District.

RFP 2627-03-C-29 for Charter Bus Services will be awarded for Local District Funds only. If Services are requested utilizing District's Federal Funds, additional compliance factors will apply prior to reservation/purchase.

Unless otherwise indicated in the terms of this bid, all bid pricing will be firm through the entire contract period unless otherwise agreed to in writing by both parties. In the event this contract expires before another bid is awarded, upon the mutual written agreement of the parties, this contract may be extended on a month-to-month basis beyond the expiration of the contract time period.

STATEMENT OF INCLUSION/APPLICABILITY:  The conditions outlined herein are applicable to this Bid Invitations issued by WFISD, and by this inclusion, becomes an integral part of any contract awarded, and purchase order issued in association with this Bid Invitation.

RFP/BIDS:  Vendor bid prices and additional bid information (such as alternates, warranty information, deviations, etc.) must be submitted within the proposal.  Failure to submit as outlined may result in rejection of Vendor bid.  All bids must be properly priced and include delivery.
WFISD reviews all Proposals and selects Proposals reasonably qualified for selection of award.
RFPs received after the specified date and time will not be considered. District and Vendor will enter into discussions and revisions of proposal, as necessary. Discussions/negotiations may be conducted with Vendor(s) who are deemed to be within the final competitive range; however, WFISD reserves the right to award a contract without discussions/negotiations.  The competitive range will be determined by WFISD’s Purchasing Department and will include only the initial proposals that the Purchasing Department determines have a reasonable chance of being awarded a contract. If discussions/negotiations are conducted, Vendors will be required to submit a best and final proposal. The best and final proposal may be required as early as 24-hours after completion of negotiations/discussions.
Faxed or emailed bids WILL NOT be accepted. Proposals must be electronically signed by an authorized individual to contractually bind their firm when submitting the Proposal.  Failure to sign the Proposal will be considered as a “mistake in Proposal," and the Proposal will be rejected as “non-responsive."
By signing the Proposal response in this Request For Proposal, the Vendor hereby certifies that it (or its firm hereby represented) is legally authorized to conduct business in Texas and has complied with any and all federal, state, or other laws or regulations applicable to any purchase resulting from this Request For Proposal, including, but not limited to, copyright and/or patent laws and anti-collusion law.  Failure of Vendor to sign RFP will render RFP null and void.
By signature, the undersigned Vendor affirms that its company, corporation, firm, partnership or individual has not prepared this proposal in collusion with any other bidder and that the contents of this proposal as to prices, terms, or conditions have not been communicated by the undersigned or by any employee or agent to any other person or firm engaged in this type of business prior to the official opening of this proposal.

When the successful bidder cannot abide by the terms and conditions of the contract, said bidder shall supply services or products from other sources, with approval of the District, at the contract price.  If said bidder delays in the above, the District reserves the right to secure services/product on the open market, with any cost differential to be charged the successful bidder, or to cancel the contract and/or-bid. In the latter event, ten (10) days written notice of intention to cancel shall be furnished the successful bidder.
Bids do not become contracts unless and until they are both accepted by the WFISD through an Award Notice to the Bidder, and put into effect by the issuance of a Purchase Order(s) signed by an authorized representative of the WFISD.
The District and District’s representative, without invalidating the contract, may make changes by altering, adding to, or deducting from the Purchase Order; the contract sum being adjusted accordingly.  No extra work or change shall be made unless in pursuance of a revised Purchase Order from the District and any claim for an addition to the contract sum will not be valid unless so ordered.  Changes and amendments will be communicated by a revised purchase order utilizing the same PO number with adjustments made accordingly.  It is the vendor’s responsibility to track purchase order numbers and applicable revisions. Double shipments incurred as a result of an amended PO will be returned at the Vendor’s expense.

Wichita Falls ISD reserves the right to reject any and all bids and to award the bid on the basis of the best interest of the school district and/or to waive technicalities.  Failure of the Vendor to follow instructions may result in rejection of the bid.

WFISD Board of Education reserves the right to reject any or all bids.
