2026 Point Repairs Project - Bid Advertisement

Sealed Bids for the project entitled 2026 POINT REPAIRS Project will be received by the City of

Portland at 2:00 p.m. local time on September 24th, 2026, at 100 S. Russell Street, Portland,

Tennessee 37148 and then publicly opened and read aloud.

The project generally includes the installation of 3,272 linear feet of 8” DIP gravity sewer

main, 726 linear feet of 12” DIP gravity sewer main, 80 linear feet of 6” DIP sewer

forcemain, service lines, a new sewer lift station, mainline connections, valves, and

related appurtenances.

Official Contract Documents must be obtained from CSR Engineering, located at 2010

Hwy 49E, Pleasant View, TN 37146, (

payment of $100.00 for each digital set, emailed or made available on a disk drive. There will

be no refund to any party for Bid Documents so obtained. No bids will be received by parties

not on the official bid list consequent to obtaining official Bid Documents.

A certified check or cashier’s check payable to the City of Portland or a satisfactory Bid Bond

executed by a corporate surety licensed under the laws of Tennessee to execute such Bonds in

the amount equal to five percent (5%) of the total of the Bid shall be submitted with each Bid.

Attention is called to the fact that the Contractor must ensure that employees and applicants for

employment are not discriminated against because of their race, color, religion, sex, or national

origin.

The Bid deposit shall be retained by the City of Portland if the successful Bidder fails to execute

the Contract or fails to provide the required Bonds, as stated above, within ten (10) days after

award of the Contract. The successful Bidder shall be required to furnish separate one hundred

percent (100%) Performance and Payment Bonds. The Performance Bond shall be in full force

and effect for one (1) year after the date of final acceptance of the project by the City of

Portland.

Each Bidder must be appropriately licensed as a Contractor in the State of Tennessee as

provided in T.C.A. 62-6-101. The Bidder’s name, license number, expiration date, and that part

of the contracting classification applying to the Bid shall appear on the sealed envelope

containing the Bid; otherwise, the Bid shall not be opened.

The City of Portland reserves the right to reject any or all Bid proposals and to waive all

informalities. A conditional or qualified BID will not be accepted. Award will be made to the

lowest responsible, responsive BIDDER.
