Project Description: Sierra Joint Community College District ("District) is seeking to solicit proposals from qualified professional service firms to provide comprehensive facilitation and administration of our Other Post-Employment Benefits (OPEB) trust and board to assist in staying in with all applicable laws and regulations. These services are essential to assist the District in maintaining their OPEB Trust (Futuris) obligations and for the investment of funds that will be used to offset retiree health and welfare benefit costs for participating employees.
The selected firm will assist the District in ensuring that its OPEB obligations are accurately evaluated, and that its OPEB Trust is effectively managed and compliant with relevant fiduciary and regulatory requirements. The firm will provide direction and oversight, assisting the Futuris Board on funding strategies, and offering guidance on trust management. The consultant, will be leveraged to provide guidance to ensure that the District, a public agency in California, meets their OPEB-related fiduciary obligations and complies with GASB 43 and 45. The District's Futuris Trust, established in 2008, has been a key tool in managing these obligations, and the District seeks to ensure its ongoing compliance and optimal administration.
Through this RFP, the District aims to secure a service provider that will facilitate the accurate valuation of OPEB liabilities, ensure effective fund investment, and provide continuous support and education to meet the District’s fiduciary responsibilities.
