There will not be a Pre-Bid Meeting. Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBid no later than seven (7) days prior to the date for receipt of bids. If prospective bidders wish to visit the site(s) please schedule an appointment with Don Anderson, Public Works Director, at danderson@west-chester.com.
These contracts will include maintenance for West Chester Borough for a period of up to three (3) years.
Each bid must be accompanied by a certified check drawn to the order of the Borough of West Chester, or a Bid Bond in favor of the Borough of West Chester in the amount of 10% of the bid price. Said check or bond shall be subject to the conditions provided in the Instructions to Bidders. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same.
Bids must be submitted unconditionally. No bid may be withdrawn within twenty-four (24) hours prior to the time of the bid opening or within sixty (60) days after the date of the bid opening.
A contract may be awarded to the lowest responsible bidder. The Borough of West Chester reserves the right to reject any, and all bids and to waive any bidding informalities.
