Notice of Intent for Blue Sky Antenna Masts

The 2nd Range Operations Squadron, Vandenberg SFB, CA intends to issue a brand-name procurement action for a Blue Sky Antenna Mast AL2 Lift Series Winch, P/N 200H-W-L205-BSM-00. The requiring unit has Cambium Networks PTP600 and/or PTP700 Microwave Antennas that must be mounted to Antenna Masts that can extend up to 5 meters (16.5 feet) to enable mission partners to obtain direct line of sight across the terrain at Vandenberg Space Force Base, which enables stable, uninterrupted communication links. The requiring activity must also have masts that are capable of rapid deployment. Masts must be capable of quick assembly/disassembly and easily transportable across rugged terrain. Market research indicates that the Blue Sky Antenna Mast AL2 Lift Series Winch is the only product on the market that can meet these requirements. The applicable NAICS for this acquisition is 334220, “Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing”, with a business size standard of 1,250 employees. The proposed contract is for items for which the Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1(b) (1). This is a notice of intent to award a brand-name procurement action and is not a request for competitive proposals. However, the Government will consider all proposals received within 7 days of publication of this Special Notice.

Firms who want to challenge the brand-name justification must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described above. Interested parties must provide a rationale as to why they should be considered. Respond to the below point of contact referencing contract number FA461025QBSAW by 4 February 2025, 1300 (PST). A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The 30th Contracting Squadron will not reimburse for any costs connected with providing capability information.
