8(a) Sole Source (non-competitive) Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract issued to ensure potential environmental impacts associated with past activities on property under Navy stewardship located in the Commonwealth of Puerto Rico are thoroughly investigated and appropriate response actions are developed and implemented to protect public health, welfare, and the environment. Support may include site assessments and/or inspections, Corrective Measures Implementation (CMI), Operation and Maintenance (O&M) of remediation systems, and Long-Term Monitoring (LTM) within the Naval Facilities Engineering Systems Command (NAVFAC) Southeast (SE) area of responsibility (AOR). The environmental services provided under this contract are primarily RCRA projects located at the Naval Activity Puerto Rico (NAPR) which is the former U.S. Naval Station Roosevelt Roads (NSRR) located in Ceiba, Puerto Rico. However, environmental restoration support may also be required at any Navy installation within the NAVFAC SE AOR. Sites may be contaminated with solvents, metals, acids, bases, reactives, polychlorinated biphenyls (PCBs), pesticides and petroleum substances regulated by RCRA, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Toxic Substances Control Act (TSCA), and the Solid Waste Disposal Act (SWDA). The exact location of individual efforts will be designated on site specific contract task orders issued against this FFP IDIQ contract.
