1.0 NOTICE OF REQUEST FOR PROPOSALS - INTEGRATED
TERMINAL TECHNOLOGY PACKAGE
COMMON USE PASSENGER PROCESSING SYSTEM (CUPPS), COMMON USE SELF-SERVICE
(CUSS), MULTI-USER FLIGHT INFORMATION DISPLAY SYSTEM (MUFIDS) INCLUDING GATE
INFORMATION DISPLAY SYSTEM (GIDS) AND BAGGAGE INFORMATION DISPLAY SYSTEM
(BIDS), AND DIGITAL BACKWALL VIDEO SIGNAGE
Notice is hereby given that sealed Proposals to provide a Common Use Passenger Processing
System (CUPPS), Common Use Self-Service (CUSS) kiosks, a Multi-User Flight Information Display
System (MUFIDS), including Gate Information Display System (GIDS) and Baggage Information
Display System (BIDS) functionality, and a Digital Backwall Video Signage system in the passenger
terminal building at 4550 Terminal Road, Rapid City, SD 57703, will be received in the offices of
Rapid City Regional Airport until 2:00 PM MT, Friday, September 4, 2026.
This procurement is funded with Airport or other non-Airport Improvement Program funds. The
Airport will include the civil-rights and nondiscrimination provisions applicable to contracts of an
obligated airport sponsor. No Proposer should assume that Airport Improvement Program funding,
Buy American requirements, a project-specific Disadvantaged Business Enterprise goal, or other
grant-funded procurement requirements apply unless expressly added by written Addendum before
the Proposal deadline. Proposers may bid on any one Award Package, any combination of Award
Packages, or the entire technology package.

A voluntary site visit and technical briefing will be held August 10, 2026, at 1:30 PM MT in the Airport
Board Room, Terminal Building.
The Airport Board reserves the right to reject any and all Proposals, waive minor irregularities,
negotiate with Proposers, award one or more contracts by Award Package or combination of Award
Packages, and accept the Proposal or combination of Proposals considered in the Airport's best
interest. The Airport Board may select multiple Proposers, one Proposer for the entire technology
package, or no Proposer.
The Rapid City Regional Airport Board, in accordance with the provisions of Title VI of the Civil
Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4), 28 CFR 50.3, and 49 CFR Part
21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant
to this advertisement, all contractors will be afforded full opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of the owner's race, color,
national origin, sex, creed, age, or disability in consideration for an award.

2.0 GENERAL INFORMATION
It is the intention of the Airport Board to issue a nonexclusive right through one or more Agreements
to provide CUPPS, CUSS, MUFIDS (including GIDS and BIDS functionality), and Digital Backwall
Video Signage services. This RFP does not obligate the Airport to enter into an Agreement or pay
any costs incurred in the preparation of a Proposal or in subsequent negotiations.
The Airport Board reserves the right to accept or reject any or all Proposals; award any Award
Package or combination of Award Packages; award multiple contracts to multiple Proposers; award
no contract; waive informalities; extend deadlines; request additional information; supplement or

amend this RFP; cancel the procurement; negotiate with any Proposer; or accept a Proposal
deemed in the Airport's best interest.
By submitting a Proposal, the Proposer certifies that no fee, commission, or thing of value has been
paid to any Airport employee or representative to secure this contract, and that all financial
information has been prepared independently.
Proposers shall assume full responsibility to review and evaluate the entirety of this RFP, including
all attachments and addenda. Failure to examine any portion of the RFP shall not relieve the
Proposer of its obligations.
2.1 Equal Employment Opportunity
Rapid City Regional Airport is an Equal Employment Opportunity (EEO) organization, which does

sensory, mental, or physical disability in consideration of a contract award. The successful Proposer
will be required to comply with all federal, state, and local laws and regulations.
2.2 Prohibition Against Lobbying
The Proposer shall not lobby, either on an individual or collective basis, the Airport, its associated
City employees, or outside advisors, or any federal, state, or local elected or public officials or staff
regarding this RFP or its written Proposal. Violation of this provision, intentionally or unintentionally,
will result in disqualification of the Proposer and/or rejection of a written Proposal.
2.3 Questions, Inquiries, and Contact with Airport Staff
The Airport is committed to providing all interested parties with accurate and consistent information
in order to ensure that no Proposer obtains an undue competitive advantage. From the date of this
RFP through award of contract, the Airport contact is Megan Johnson, Marketing, Communications
and Air Service Development Manager (megan.johnson@rcgov.org).
All questions from Proposers must be submitted in writing, electronically, to
megan.johnson@rcgov.org by 5:00 PM MT, August 18, 2026. Each Proposer is limited to a
maximum of fifteen (15) consolidated written questions. The Airport may decline to answer questions
submitted after the deadline or questions that are duplicative, vague, or seek a competitive
advantage rather than clarification. Answers, clarifications, and Addenda will be posted on the
Airport's website by 5:00 PM MT, August 25, 2026.
It shall be the Proposer's responsibility to monitor the Addenda that may be issued under and as a
part of this RFP. Copies of this RFP, and any Addendum issued, are available for viewing at:

acknowledged on Attachment B.
2.4 Required Provisions and Non-discrimination
The final executed Agreement(s) will contain the civil-rights and nondiscrimination provisions
applicable to the Airport as an obligated airport sponsor, together with applicable federal, state, and
local legal requirements. The Agreement will not incorporate grant-funded procurement clauses that
do not apply to this Airport-funded project.
In compliance with Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of
1973, the Age Discrimination Act of 1975, the Americans with Disabilities Act of 1990, and other
non-discrimination authorities, it is the policy of the City of Rapid City to provide benefits, services,
and employment to all persons without regard to race, color, national origin, sex,
disabilities/handicaps, age, or income status. Contractor concerns regarding provision of services or

employment on the basis of disability/handicap may be directed to the City's ADA/Section 504
coordinator at (605) 394-4136.
2.5 Prohibited Entity Certification
The Proposer must submit a Certification of Prohibited Entity Status (Attachment C) with its Proposal
that certifies that the Proposer is not a Prohibited Entity as defined in SDCL 5-18A-1(19A). A
Proposer shall provide any information requested by the Board to verify the certification, upon
request; however, the Board may rely on the certification without conducting any further investigative
research or inquiry.
2.6 Airport Environment
It is important for Proposers to note that the Airport environment presents a set of unique challenges
which are not typical of an off-airport setting. Facilities must be open three hundred and sixty-five
(365) days a year with operating hours and staffing levels reflecting the fluctuation in seasonal and
daily passenger traffic. In 2025, 905,211 passengers came through the facility.
The Airport is subject to specific federal security requirements and Proposer employees will be
required to abide by all current and future security requirements at all times. Any employee of the
selected Proposer who is on-site must pass a TSA-mandated security background check and shall
be properly badged. The cost of badging Proposer employees is the responsibility of the Proposer.
2.7 Background
Rapid City Regional Airport (RAP) is a commercial service airport currently served by United Airlines
(UA), Delta Air Lines (DL), American Airlines (AA), Allegiant Air (G4), and Sun Country Airlines (SY).
The Airport anticipates adding service from additional carriers over the term of the resulting
Agreement(s), and all awarded systems must accommodate carrier growth without requiring a
platform change. RAP currently operates:
1. 46 total display screens, including 24 flight-related screens (gates, ticket counters, baggage
claim, arrivals/departures) and 22 advertising screens
1. 40 existing display device controllers
1. 2 NEMA-rated baggage input touchscreen devices
1. An Airport Operational Database (AODB) with automated flight data integration
1. Website flight information integration
1. Terminal expansion requiring 15 additional controllers by 2028, for a total of approximately
61 devices
The Airport will continue using its existing 1080p monitors unless a Proposer offers an optional
alternative (e.g., the Digital Backwall Video Signage). The selected Contractor(s) must support all
existing infrastructure and provide scalable solutions for future expansion.
This RFP also introduces passenger-processing and ticketing-display functions not included in the
incumbent MUFIDS contract: CUPPS, CUSS kiosks, and Digital Backwall Video Signage along the
ticket counter wall. These functions are described in Section 5.0.
2.8 Implementation and Component-Specific Commencement
Implementation will begin following the Airport's written Notice to Proceed. Each Award Package will
have its own implementation, acceptance, and Full Service Commencement dates. The Airport's
target for MUFIDS, including GIDS and BIDS, is Final Acceptance by December 15, 2026 and
production cutover by January 1, 2027. The target for CUPPS, CUSS, and Digital Backwall Video

Signage is Final Acceptance no later than March 31, 2027, unless the selected Proposer commits to
an earlier supported date. Contractors shall coordinate any parallel operation, training, and cross-
system testing required for their Award Package.
2.9 Funding and Applicable Contract Provisions
This is a non-AIP procurement. Applicable civil-rights provisions are included in Attachment E.
Ordinary Airport contract requirements, including records retention, conflicts of interest,
cybersecurity, termination, and compliance with law, apply as stated in this RFP and the Draft
Agreement. Cabling, electrical rough-in, conduit, and millwork are furnished by others except for final
equipment connections and equipment installation expressly included in an awarded scope.
2.10 Standards of Conduct and Conflicts of Interest
No Airport Board member, officer, employee, or proposal evaluation committee member may
participate in the selection, award, or administration of a contract resulting from this RFP if a real or
apparent conflict of interest exists. A conflict includes a financial or other interest held by that
individual, an immediate family member, partner, or an organization that employs or is about to
employ any of the foregoing in a firm considered for award.
No Airport Board member, officer, or employee shall solicit or accept gratuities, favors, or anything of
monetary value from Proposers or parties to subcontracts, except for items of nominal value as may
be permitted under Airport or City policy. Any Board member, officer, employee, or evaluation
committee member with a known or potential conflict of interest relating to any Proposer shall
disclose that conflict in writing to the Executive Director prior to participating in any part of the
evaluation or selection process, and shall recuse themselves from evaluation, scoring, discussion,
and award decisions concerning that Proposer.
Violation of this section by a Proposer, including an attempt to influence a Board member, officer,
employee, or evaluation committee member outside the process described in Section 2.3, may result
in disqualification. This section operates in addition to, and does not supersede, applicable Airport
Board or City of Rapid City ethics and conflict-of-interest policies.
2.11 Protest Procedures
Any protest concerning the terms of this RFP or a resulting contract award must be submitted in
writing to the Executive Director, stating the specific grounds and requested relief, no later than five
(5) business days before the Proposal due date for solicitation protests or five (5) business days
after notice of intended award for award protests. The Executive Director will issue a written
decision, which may be appealed in writing to the Airport Board within five (5) business days. The
Board's decision is the Airport's final administrative action. Filing a protest does not automatically
stay the procurement schedule in Section 9.0.
3.0 DEFINITIONS
For purposes of this RFP and any Agreement resulting from it, the following terms shall have the
meanings set forth below. Terms may appear in singular or plural form and shall carry the same
meaning unless otherwise specified.
Airport: The Rapid City Regional Airport (RAP), including its Board, staff, agents, and authorized
representatives.
Board: The Rapid City Regional Airport Board, the governing body responsible for procurement
approval and contract award.

Contractor: A Proposer selected and awarded an Agreement under this RFP for one or more Award
Packages.
Proposer: Any individual, firm, or entity submitting a response to this RFP.
CUPPS: Common Use Passenger Processing System, including check-in, gate, and operational
interfaces used by multiple airlines, compliant with the most current IATA CUPPS Technical
Specifications.
CUSS: Common Use Self-Service kiosks used for passenger check-in and boarding pass issuance,
fully compatible with the CUPPS platform.
MUFIDS: Multi-User Flight Information Display System, including arrivals, departures, gate
information, baggage claim status, and related digital signage.
FIDS: Flight Information Display System showing arrivals, departures, and gate information.
GIDS: Gate Information Display System, the subset of MUFIDS displays located at gates showing
gate-specific flight and boarding information.
BIDS: Baggage Information Display System, the subset of MUFIDS displays and input controllers
located at baggage claim showing baggage carousel and flight assignment information.
CMS: Content Management System used to schedule, manage, and distribute digital content, flight
information, advertising, and emergency messaging across Airport displays, including support for
proof-of-play reporting, role-based access, and audit logging.
AODB: Airport Operational Database used to manage flight data and operational information.
Device Controller: Hardware device that drives content to a display screen, including configuration,
connectivity, playback functions, remote monitoring, automated restart after power loss, and support
for software updates and SNMP or equivalent status reporting.
LED Module: A field-replaceable component of the Digital Backwall Video Signage system
containing LED pixels, power connections, and control circuitry, designed for front-service access
and modular replacement.
Pixel Pitch: The distance, measured in millimeters, between the centers of adjacent LED pixels on a
display module, used as a performance baseline for image clarity at a given viewing distance.
Refresh Rate: The frequency, measured in Hertz, at which an LED display updates its image, with
higher refresh rates reducing visible flicker and improving performance when photographed or
recorded.
Front-Serviceable: A design characteristic of LED display modules and power components allowing
maintenance, removal, and replacement from the front of the display surface without requiring
access behind the installation.
Implementation Period: The period beginning with Notice to Proceed during which an Award
Package is designed, installed, configured, integrated, tested, trained, and placed into service,
including parallel operation where applicable.
Substantial Completion: The point at which an awarded system is fully functional and ready for
Airport acceptance testing.
Final Acceptance: Written confirmation by the Airport that all contractual requirements for an
awarded system have been met following successful completion of acceptance testing.

Critical Issue: Any system failure that impacts flight information accuracy, display functionality,
CUPPS/CUSS passenger processing, Digital Backwall Video Signage operation, or any condition
that prevents the Airport from conducting normal passenger processing or providing accurate public
information.
WCAG 2.2 AA: Web Content Accessibility Guidelines, Level AA, required for public-facing and web-
delivered components.
RTO/RPO: Recovery Time Objective and Recovery Point Objective, measures of system resilience
defining the maximum acceptable time to restore service after an outage and the maximum
acceptable age of restored data.
Award Package: One of the four independently priced and potentially awardable scopes described
in Section 4.3: (1) MUFIDS, including GIDS and BIDS; (2) CUPPS; (3) CUSS; or (4) Digital Backwall
Video Signage.
Acceptance Test Plan: The written, component-specific test scripts, performance thresholds, roles,
evidence requirements, and pass/fail criteria approved by the Airport before formal acceptance
testing begins.
Component Commencement Date: The date on which an Award Package has achieved Final
Acceptance and recurring service obligations and fees begin.
Managed Service: A service arrangement under which the Contractor retains ownership or control
of identified hardware, software, or hosting infrastructure and remains responsible for maintenance,
replacement, and support.
Contractor-Owned Equipment: Hardware expressly identified as Contractor-owned, leased,
hosted, or furnished as part of a managed service and maintained by the Contractor.
Airport-Owned Equipment: Hardware expressly sold to, accepted by, and paid for by the Airport,
with title passing as stated in the Agreement and pricing schedule.
Airport-Furnished Infrastructure: Conduit, backboxes, cable pathways, structured cabling,
designated network ports, electrical rough-in, and structural substrate furnished by the Airport or
others, as specifically identified in the RFP or an Addendum.
4.0 INFORMATION AND INSTRUCTIONS TO PROPOSERS
4.1 Project Overview
The Rapid City Regional Airport is currently in the middle of a multi-year, multi-phase terminal
renovation and expansion project. The project includes concourse expansion, reconfiguration of
gates, and modifications to passenger circulation and terminal systems. The Airport seeks to
implement modern CUPPS, CUSS, MUFIDS (including GIDS and BIDS), and Digital Backwall Video
Signage systems that will support current operations and future expansion.
The Contractor(s) will be expected to provide a complete, integrated solution that includes software,
hardware, hosting, implementation, training, and ongoing support for each Award Package awarded.
All systems must be scalable to support additional gates, counters, display locations, and
operational areas identified in the Airport's terminal expansion documents.
The Airport intends to establish one or more contracts with qualified Proposers. Each awarded
package will have a five-year service term beginning on its Component Commencement Date
following successful Final Acceptance. Recurring fees will not begin before Final Acceptance of the
applicable Award Package.
