School Bus stop arm monitoring and enforcement program

The City of Methuen is requesting proposals from qualified vendors for the installation of school bus stop arm cameras, which includes monitoring and enforcement program. Specifications and RFP forms may be obtained on or after Wednesday, August 12, 2026, via download on the City’s website www.methuen.gov/ purchasing.  All potential proposers must be registered as a plan holder through this link.

The proposals must be made out in duplicate, either typed or printed in ink. The proposals must be filled out and signed as directed therein, sealed in 2 separate envelope plainly marked “SCHOOL BUS STOP ARM CAMERAS MONITORING AND ENFORCEMENT PROGRAM (NON PRICE)” and one envelope containing the price proposal marked “SCHOOL BUS STOP ARM CAMERAS MONITORING AND ENFORCEMENT PROGRAM (PRICE PROPOSAL)” addressed to the Office of the City Clerk, Searles Building, 41 Pleasant Street, Room 112, Methuen, MA  01844, and endorsed with the name and address of the proposer. Sealed Proposals must be received by the City Clerk no later than Monday, September 14, 2026, at 11:00 AM.

Proposals filled out and left with the deposit as above directed, and no other, will be opened at Methuen City Hall on the 3 ^rd floor (Great Hall), 41 Pleasant Street, Methuen, MA 01844 on Monday, September 14, 2026 @ 11:00AM.  The City of Methuen reserves the right to reject any and all proposals or to waive any informalities in the proposal if it is deemed to be in the best interest for the City to do so.

No proposals may be withdrawn within 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of bids. The bidding and award of this Contract will be under the provisions of M.G.L., Chapter 30B.
