Description
The U.S Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Illumina, Inc. for BaseSpace Correlation Engine Software for a base and two (2) option years. This procurement is recommended to be processed without full and open competition. Illumina, Inc. is the manufacturer of BaseSpace Correlation Engine Software. The integrated biological search engine enables scientists to import and correlate their own experimental data to the 11,500+ processed public studies containing over 140,000 molecular lists.
Preliminary studies using the database have been conducted by EPA scientists in collaboration with NIEHS. Starting with empirically derived gene expression signatures of a number of transcription factors in HepG2 cells, BaseSpace Correlation Engine queries identified chemicals known to activate the transcription factors as expected as well as identified a number of chemicals not previously known to activate that transcription factor. These studies validate the power of the database for classifying chemicals into different adverse outcome pathways. The license will be used to derive, test, and validate additional signatures that will be used in adverse outcome pathway prediction. The database is useful for all areas of molecular toxicology and will be open to EPA scientists using genomics to classify chemicals.
Therefore, EPA believes Illumina, Inc., is the only vendor capable of providing the above referenced item. The circumstance permitting is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a response which shall be considered by the agency. The information must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
All interested parties must express their interest in writing via email to messer.david@epa.gov within ten (10) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within ten (10) days, an award will be made to Illumina, Inc.
