The City of Citrus Heights is soliciting proposals from qualified firms to provide professional engineering services related to frontage improvements on Sunrise Boulevard and Greenback Lane in front of the City’s proposed Sunrise Tomorrow Project. The Project’s design includes approximately 4,200 linear feet of frontage improvements along Sunrise Boulevard and Greenback Lane. The Project also includes design of a new signalized intersection on Sunrise Boulevard, signal modifications of existing signalized intersections, and a transit center capable of operating for both conventional transit and future Bus Rapid Transit (BRT).
The Sunrise Tomorrow Specific Plan Frontage Improvement Project (Sunrise Boulevard and Greenback Lane) (Project) is federally funded, through a Sacramento Area Council of Governments (SACOG), Reconnecting Communities Grant.
Consultants proposing on the Project shall be familiar and comply with applicable sections of the Caltrans Local Assistance Procedures Manual (LAPM) and all other requirements for federally funded grant projects, including an adequate financial management and accounting system as required by 48 CFR 16.301-3, 2 CFR 200, and 48 CFR 31.
Disadvantaged Business Enterprise (DBE)
Per the September 30, 2025 US Department of Transportation (DOT) Interim Final Rule and the October 7, 2025 Caltrans Letter to All DBE Stakeholders, all DBE goal requirements are suspended effective October 3, 2025. There is no DBE Goal.

Proposers shall carefully examine the entire RFP and any addenda thereto, and all related materials and data referenced in the RFP or otherwise available and shall become fully aware of the nature and the conditions to be encountered in performing the services. Proposals shall be submitted in the manner specified in the RFP. Submittal deadline is 3:00pm, Thursday February 5, 2026.
The City reserves the right to reject any or all proposals and to accept any or all Proposals, as deemed to be in the best interest of the City of Citrus Heights.
