Selected firms will enter into an Agreement for Consulting Services to provide professional support for Capital Improvement Projects (CIP).

Services may include but is not limited to planning, analyzing & reporting, design, CAD drafting, integration, project implementation, inspections, and procurement of task-related software programs. A detailed Project scope will be defined at the time the projects are assigned.

The City is specifically seeking qualifications from firms with demonstrated experience providing these services for similar communities in Northern California. The Public Works Department – Engineering Division intends to select up to three qualified firms to be placed on the City’s official list of prequalified consultants. These firms will be called upon to provide services on an as-needed, project-by-project basis over a three-year period.

I. INTRODUCTION
The City of San Leandro is seeking Requests for Qualifications (RFQ) from qualified Civil
Engineers, Construction management, and Inspection practitioners (“Respondents”) to
enter into a Consulting Service Agreement to support Capital Improvement Projects (CIPs)
for the City’s Public Works Department. The City intends to award on-call agreements to
firms in three service categories: Civil Engineering, Construction Management, and
Inspection.
II. BACKGROUND
The City of San Leandro is located in the eastern part of Alameda County, approximately 12
miles south of Oakland and 23 miles north of San Jose. Incorporated in 1872, San Leandro
operates under a Council/Manager form of government. San Leandro is centrally located in
the East Bay and conveniently accessible to three freeways (Interstates 880, 580, and 238),
Oakland International Airport, three freight rail lines, and an extensive network of local and
regional bus routes. San Leandro is served by two BART Stations within the City limits,
Downtown San Leandro and Bayfair. The city has a population of around 90,000 residents
and covers an area of roughly 15.6 square miles. San Leandro is home to a diverse
population, identified as the fifth most diverse city in America in 2013. For more details

The selected firm(s) will work under the general direction of the City Engineer or their
designee to provide services on an as-needed basis. Consultant selection will be at the
sole discretion of the City, and no consultant is guaranteed any specific amount of work.
The selected consultant(s) will enter into a Consulting Services Agreement which specifies
the billing rates, assigned personnel, and other relevant terms and conditions. No monthly
retainer is anticipated. Consultant work will be authorized by Task Orders issued by the
City in the form of a written request.
The City is seeking services for a minimum term of three (3) years, renewable for another
year upon mutual consent of the City and Consultant. Approximately 60 days prior to the
end of each agreement period, a meeting may be held between the consultant(s) and City
staff to conduct a performance review, revise the scope or language of the agreement as
needed, and submit the consultants’ most current rate schedule.
Execution of the Consulting Services Agreement is subject to City Council approval. Any
extensions to the agreement term, as permitted, will be subject to review and approval by
the Public Works Director, City Manager, or City Council.

III. SCOPE OF SERVICES
The City seeks a creative firm with demonstrated experience to fill these desired roles. The
scope of services is divided into three categories, and the City intends to execute
agreements with up to three firms per category. Respondents may submit qualifications for
more than one category; proposals should clearly indicate which category or categories are
targeted.
The City intends to execute Agreements for an initial three-year term with a combined not-
to-exceed amount of $1,500,000 per category over the three-year period. The actual
amounts authorized and expended may vary from year to year based on the services needed
and provided by each firm. The City will enter into an agreement with each selected firm
based on the Agreement included with this RFQ. When a consultant’s services are required,
staff will issue a request for services that include a brief project description and any
supporting information or technical studies. Consultants will submit a brief proposal
outlining a proposed task list and the expected cost to complete the project. The City
expects to request proposals for specific scopes of work from only one firm at a time.
After negotiating the scope, schedule, and fees, if the City accepts the proposal, a Task
Order will be issued, and the project may proceed. Task orders will be requested and
assigned to selected consultants on a case-by-case basis, based on each firm's expertise
and availability in scheduling the project. The budget for each Task Order will be tracked
separately.
Selected consultants may be required to attend meetings with City staff and the public,
including public hearings. Teleconferencing opportunities will be provided when possible.
Consultants may also be asked to advise and assist staff on questions related to assigned
projects.
All deliverables and work produced by the selected consultant(s), whether in hard copy or
electronic form, will become public record and the property of the City.
Sub-Consultants
Consultants may engage specialty subconsultants on tasks that, under normal contracting
practices, would be performed by such subconsultants. Unless a subconsultant is
specifically listed in the proposal, the consultant represents that they possess all necessary
licenses, certifications, insurance, and registrations necessary to perform the scope of
work.
After submission of qualifications, selected consultants must not award work to any
unlisted subconsultant(s) without prior written approval from the City Engineer or an
assigned designee. The consultant remains fully responsible to the City for the
performance of their subconsultants, and all personnel employed directly or indirectly.
