The purpose of this Request for Proposal (RFP) by the City of Harrisonburg, Virginia (City) is to solicit sealed proposals from interested Consulting Firms (Offeror) to provide consultant services for the Harrisonburg/Rockingham Rail Crossing Elimination and Relocation Planning Project.The planning project will complete the planning, environmental review, and public engagement processes for potential future grade crossing elimination, track relocation, and rail trail conversion projects. Approximately 3.1 miles of the Elkton-Dayton (EB) Line will be studied for relocation north out of densely populated areas of Harrisonburg to serve growing industrial areas in the City of Harrisonburg and Rockingham County. The project will identify opportunities for grade separation at new highway-rail crossings that would result from trackrelocation alternatives.This solicitation is being issued as a competitive negotiation for professional services, in accordance with VirginiaCode 2.2-4302.2 A.4.
