This Request for Proposals (RFP) is being issued by the State of North Carolina (âLead Stateâ) in collaboration withthe NASPO ValuePoint cooperative purchasing program. The purpose of this RFP is to establish one or moreMaster Agreements for Small Package Delivery Services with qualified Carriers to provide door-to-door deliveryservices, whereby Participating Entities can select services based on their established shipping needs.Small package delivery refers to shipping individual, smaller parcels that are not palletized and are handledindividually by Contractors. Small package orders are retrieved from the pick-up or drop-off location determinedby the Purchasing Entity and are then sorted, prepared for transit, and delivered.Less-than-truckload (LTL) and full truckload (FTL) are outside of the scope of this RFP and resulting MasterAgreement(s).
