NOTICE OF REQUEST FOR PROPOSALS AND QUALIFICATIONS

In accordance with IC 5-23-5, the City of Columbus (the "City") is issuing this Request for Proposals and Qualifications (the "RFPQ") seeking proposals and statements of qualifications from qualified offerors for the redevelopment and construction of public infrastructure in support of the redevelopment of the Downtown Entrance Plaza (“Project”). The Request for Proposals and Qualifications (“RFPQ”) will be received by the City of Columbus, Indiana Board of Public Works and Safety ("Owner") until 10 am, on June 2nd, 2026. No late proposals shall be accepted.

Proposals will only be accepted through the electronic bidding system, Euna Procurement powered by Ion Wave. All responses are due prior to the published response due date and time. Submittals must include all required attachments to be considered for selection. No mailed, emailed, faxed, hand delivered or late responses will be accepted. Signed and scanned documents, or electronically applied signatures are acceptable. Do not send additional forms, resumes, brochures, or other material unless otherwise noted in the item description.

Please submit questions through the electronic bidding system, Euna Procurement powered by Ion Wave, no later than Wednesday, May 13, 2026 by 5pm. Responses to all questions received will be posted via an addendum publicly on Ion Wave by Thursday, May 21, 2026.

The Offerors will be publicly announced by the Columbus Board of Public Works and Safety at 10am on June 2, 2026 at City Hall, 123 Washington Street, Columbus, Indiana.

In general, the Project consists of the Redevelopment of the Downtown Entrance Plaza, which currently encompasses the POW/MIA/Law Enforcement Plaza, Public Safety Plaza and Robert D. Garton Veterans Plaza. The City currently contemplates that the Project will include: site clearing, grading, plaza and trail construction (including hardscape), integration of a water feature, landscaping and incorporation of accessible green space through mindful plantings, improved pedestrian design features, all while ensuring compliance with the Americans with Disabilities Act.

The property is located at Brown & 2 ^nd Street. It is bordered to the north by 2 ^nd Street, to the east by Jackson Street, to the south by 1 ^st Street and to the west by Brown Street. It is divided by SR 46 eastbound through its center.

Copies of the RFPQ documents including construction documents, addenda, and other reference documents must be obtained at https://columbusin.ionwave.net/ .

Proposals must be submitted as outlined in the RFPQ and must contain the names of every person or company interested therein.

Proposals shall be reviewed on the basis of the best qualified submission’s qualifications, approach to the project, and ability to deliver the City with the best value over the life of the Project. Interviews may be conducted at the Owner’s discretion based on the conditions set forth in the RFPQ documents.

Upon review and selection, the Owner will either enter into an agreement with a selected bidder or reject all Proposals. The Owner reserves the right to reject and/or cancel any and all Proposals, solicitations and/or offers in whole or in part as specified in the solicitation when it is not in the best interests of the City. The Owner also reserves the right to waive irregularities in any Proposal, and to accept any Proposal which is deemed most favorable to the Owner.

Submissions are not public documents and will not be made available to other proposers or members of the public during the selection process. The identity of proposers is public information and will be disclosed during the process.
