Naval Facilities Engineering Systems Command Northwest (NAVFAC) Northwest is seeking responses from construction firms capable of performing a Design-Bid-Build (DBB) construction upgrades to Pier D. This will include the electrical, civil, and structural work required to upgrade the east and west shore power connections to accommodate simultaneous mooring of CVN 78 and CVN 68 carriers on each side of Pier D.
This contract will consist of constructing Substation Z, demolition/removal of facilities 973, 973A, 973B and Substation H to clear the site for the new substation H; install supporting facilities and power distribution systems to support homeporting of CB 78 Class and CVN 68 Class carriers at Pier D. Dedicated and correctly configured 13.8kV underground shore power is required at Pier D to support Homeporting of CVN 78 (Ford) Class Aircraft Carriers at NBK-Bremerton. Power is required to be adequate, concurrent, and at reliable levels (13.8 kV and 4.16 kV) for CVN 78 and CVN 68 Class nuclear powered Aircraft Carriers concurrently. CVN 78 class is scheduled to arrive on the West Coast in the 2027–2028-time frame.
This project is an integral component of the electrical backbone serving the waterfront pier and drydock operations. Pier D is also essential to support homeporting and maintenance support for the SSBN, SSGN and SSBN(x) trident platforms being processed into and out of drydock maintenance operations. The near future construction plans for a multi-mission dry dock and three new piers will put additional pressure on the need for Pier D to have Nimitz Class, Ford Class and Trident platform shore power capabilities at Naval Base Kitsap-Bremerton, WA.
The primary North American Industry Classification System (NAICS) Code is 237130, Power and Communication Line and Related Structures Construction. The Small Business Size Standard is $45M. The planned period of performance will be for one (1) five-year base period and three (3) one-year option years.
This project is a large-scale Federal construction project within the United States where the total estimated cost to the Government is $35 million or more and requires the use of Project Labor Agreements (PLAs). Reference is made to: FAR Subpart 22.5 Use of PLA for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for PLA; and to clause, FAR 52.222-34 PLA.

Within the Narrative Description section of the response form, describe each project sufficiently to demonstrate your firm’s relevant experience with the types of work described in this notice. Only provide projects where your firm acted as the Prime. Include projects that demonstrate construction and/or design experience with new construction, renovation, alteration, demolition, and/or repair work by DBB for anticipated projects and scope elements may include:

The intent of this notice is to identify potential offerors for market research purposes and to determine technical capabilities, bonding capacity and potential set-aside opportunities. Any interested firm, including potential Joint Ventures (JV), may participate and are invited to respond to this sources sought by completing and returning the response form provided with the announcement.
Respondents will not be notified of the results of the sources sought. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. There is no bid package or solicitation. No presentations will be scheduled, and contractor responses will be provided in writing via e-mail as described in this notice. All information provided will be held in a confidential manner.
