Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: Core & Main
Manufacturer/Product: 4" CORDONEL Ultrasonic Water Meters with Pressure Sensor
(G4X3XXPBG2AXXSD configuration)
Services: Procurement of two (2) 4-inch ultrasonic water meters for use within the City’s potable
water distribution system.
Sole Source Determination
The Public Utilities Department has identified the need to procure two (2) 4-inch ultrasonic
water meters to support system operations. These meters are intended to match the City’s
existing meter specifications and system configuration.
The specified CORDONEL meters are part of the City’s standardized metering platform.
Standardization ensures compatibility with existing infrastructure, meter reading systems, data
integration, pressure monitoring, installation fittings, and maintenance procedures. Maintaining a
consistent meter type reduces operational complexity, limits spare parts inventory requirements,
and supports accurate system-wide data collection.
Based on information provided by the manufacturer and distributor, the specified meter
configuration is available through Core & Main as the authorized regional supplier. Procuring
the meters through the authorized distributor ensures proper product configuration, warranty
protection, and manufacturer support.
Use of an alternative meter manufacturer or non-compatible configuration would require system
modifications, additional integration costs, staff retraining, and potential data inconsistency
within the City’s water system.
For these reasons, the City has determined that competition is not practicable and intends to
procure the specified meters from Core & Main.
Opportunity to Respond
Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Wednesday, March 12th, 2026

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to Core & Main.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
