TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential vendors. Our answer is listed in red
below:
1. I am writing to request clarification regarding eligibility for the Title III-D Disease
Prevention and Health Promotion services application.
Our organization is a nonprofit community-based provider and is not a designated
Senior Center. We are interested in applying to provide Title III-D Disease Prevention
and Health Promotion services and would like to confirm whether a nonprofit
organization that is not a Senior Center is eligible to apply for this funding
opportunity.
If our organization is eligible, would you please advise whether we should complete
the full RFP application packet and mark any Senior Center-specific sections as Not
Applicable, or if there is a modified application process or specific sections that
should be completed for Title III-D services only.
We want to ensure that our submission is complete and aligned with all requirements.
Thank you in advance for your guidance and assistance. We appreciate your time and look
forward to your response. Yes, they can apply. Question pertaining to Senior Center would
not apply.
2. Thank you for the opportunity to submit questions about RFP #26-002-75 (Senior Center
and Title III D Disease Prevention and Health Promotion Services). Our questions are listed
below.
Is there a maximum request amount or a funding range for this opportunity? No
maximum on what can be requested. The amount granted is based on grant award
from State of Tennessee to the Aging Commission of the Mid South. We seek to make
awards to senior centers in Fayette, Lauderdale, Shelby, and Tipton counties.
On page 13 of the RFP document under Department Specific Requirements, #1, what
is meant by "organizational conduct," and what documentation should the vendor
provide to meet this requirement? The proposer should provide information they have
that refers to the ethical standards and principles that guide the behavior and decision
making process in their organization.
On page 15, #8, regarding match requirements, it states that "The Senior Center must
provide a ten percent (10%) local match for all federal funds and a fifty percent (50%)
match for all state funds." How can the vendor determine if they will receive federal or
state funds so they can prepare their budget accordingly with the appropriate matching
contribution? The proposer can not determine if they will receive federal or state
funds, as awards will be made as part of the RFP process. A chosen vendor will have
to verify it can provide the match prior to the contract being issued. A contract will not
be issued to a vendor who can not meet the match requirement. This information is
stated in the RFP so prospective vendor clearly understand this requirement prior to
proposing to provide the services.
Can a "Senior Center" be an organization that provides eligible services under the RFP
and not necessarily a physical site titled as a "Senior Center?" Funds will be award to
entities that meet the definition of senior center. The words senior center do not have
to be in the title of what the entity is named.
Regarding required references (page 31), the RFP document states that "A list of
current and former clients for whom the Proposer has provided services similar to this
bid" must be provided. Does this refer to organizations/agencies/entities that have
contracted with the vendor to provide services or individuals that have received
services? If the former, what if the vendor does not have such references because their
program is not set up in this way? This request is for “current or former clients whom
the proposer has provided similar to this bid ” . As stated in RFP “ (with preference
given to clients comparable to Shelby County Government), is to be submitted and,
for each such reference, the business name, the identification of a contact person, the
title of the contact person and a telephone number: • At least three (3) current or
former clients who have terminated in the last five (5) years, are to be included on this
list.” If you don’t have those, you will not have them to submit as part of your
proposal.

3. My question is located in the minimum requirements scorecard #4 under sole proprietors
Tennessee Lawful Employment Act. Question: How do I E-verify our adherence to State
of TN Public Chapter no. 436, known as the TN Lawful Employment Act? We are a non-
profit 501 C-3 organization with 4 employees. On our contract in 2022, we stated that we
were not an independent vendor. Should we again state we are not an independent vendor?
The vendor needs to go on-line and register via the E-Verify site.
4. I am writing to request clarification regarding the one-year experience requirement for
providing Title III-D Disease Prevention and Health Promotion RFP packet referenced on
page 6 of the proposal.
MIFA began FALLSTALK training on April 13, 2025, and we will be approaching one year
of implementation next month. I would like to confirm whether this timeline would disqualify
our program from applying during this funding cycle.
Thank you for your guidance and clarification. I appreciate your time and assistance. It would
not disqualify you, the replies are not due till April 7, which technically is a calendar year
although not 365 days.
