I. Introduction
The City of Bangor requests bids to furnish and deliver one (1) Mini Excavator, current
model year (or unsold prior year model) to the Fleet Maintenance Facility, FOB
destination, 481 Maine Avenue, Bangor, Maine. The equipment must be furnished and
delivered in accordance with the attached specifications and the following conditions.
II. General Information
General information is available on the City’s website at the following web address:
www.bangormaine.gov/bids/proposals. By submitting a response to this solicitation, the
Proposer accepts the responsibility for downloading, reading and bidding by the terms
and conditions set forth in the City’s “General Information for Vendors”. All questions shall
be directed in writing to bids@bangormaine.gov.
III. Submission
For consideration, submit the bid form and pages three (3) through eight (8) of this
Request for Proposals via email or in an envelope clearly marked “Bid No. P26-30: Mini
Excavator by 2:00 PM, Wednesday, February 4, 2026, to the Purchasing Department,
City Hall, 73 Harlow Street, Bangor, Maine 04401.

US Post Office addressed to City of Bangor-Purchasing Department, 73 Harlow Street,

All submissions should reference "Proposal No. P26-30: Mini Excavator". Proposals will be
publicly opened at the time stated above in the Paul Bunyan Room (first floor near the side
elevator), 73 Harlow Street, Bangor, Maine.
A tabulation of all received proposals will be posted on the City's website as soon as possible
after the bid opening. Visit www.bangormaine.gov/bidtabs for results.
Please indicate in or with your proposal whether you have or are working on a policy
regarding domestic violence. If you do not have a domestic violence policy, please
indicate whether you would like the City of Bangor to provide you a copy of its policy as
an example.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30
PM, Friday, January 23, 2026.
The City will issue a response to any questions or inquiries submitted in writing by the
date above on or before 4:30 PM, Friday January 30, 2026. The response will be in the
form of an addendum, which will be available on the City’s website. Notifications will be
sent to the Registered Vendor List when new addenda are released. To receive these
updates, the City strongly encourages all potential proposers to register as vendors at
www.bangormaine.gov/vendorregistration
V. Late Bids
It is the responsibility of the Proposer(s) to see that their bids have sufficient time to be
received by the Purchasing Department before the submittal deadline.
Any bid, portion of a bid, or unrequested bid revision received at the City of Bangor
Purchasing Department after the time and date specified, will be returned to the
Proposer unopened.
VI. Withdrawal of Bids
No Proposer may withdraw their bid for a period of ninety (90) days from the date of
opening. All bids shall be subject to acceptance by the City during this period.
To withdraw a bid prior to the opening, the Proposer shall request the withdrawal in
writing. All costs associated with the withdrawal (i.e. mailing fees) will be borne by the
Proposer.
VII.
Award
The bid award will be based on one or more of the following:
1. Quality and performance of the equipment offered

2. Cost of the equipment
3. Availability of the equipment
4. Qualifications of Proposer, and/or prior history or experience with the
equipment offered
VIII.
Rejection
The City of Bangor reserves the right to reject any and all bids, to waive any
informalities or defects in bids or to accept a higher cost bid if it is deemed to be in the
best interest of the City of Bangor. The City also reserves the right to negotiate with the
successful Proposer.
IX. Specifications
The specifications listed below represent the City’s basic requirements for the equipment
requested. The specifications should be viewed as a guideline for the City’s needs and
not an absolute minimum or maximum requirement. Alternate specifications will be
considered but may not be accepted. The City will purchase the equipment that will best
meet the requirements of the Bangor Fleet Maintenance Department. In order to be
considered, Proposers must list the specifications of their equipment under "Vendor
Specifications".
The equipment requested must be the most current model year (or unsold prior
year model), one (1) Mini Excavator that meets all Federal, State and EPA Tier 4
regulatory standards for the construction industry. It shall be complete as nationally
advertised. The principal operations of the equipment will be to perform construction
duties as required.
