GENERAL PROVISIONS: Sealed bids are invited and will be received until 10:00 a.m.,
Friday, January 30th, 2026 at the Municipal Services Building at 100 Chaffin Road, Dodge
City, Kansas 67801-0880. All bids will be opened on location immediately thereafter.
A bid form to be used by each bidder is attached. This bid form shall be submitted, together with
complete specifications for the unit(s) being proposed, in a sealed envelope clearly marked
“POLICE VEHICLES BID (4)”. Bids may also be emailed to bids@dodgecity.org. Note that
vendors emailing bids should verify with Ryan Reid at the MSB that they were received. Vendor
also assumes any risks associated with electronic transmission, security or otherwise. Failure to
use said the City’s bid form may be grounds for rejecting any such bid.
The vehicle(s), regardless of source, deemed to furnish the best service for the City will be
recommended to the City Commission. The City is exempt from State and Federal taxes.
Bidders may bid lump sum or individually.
SCOPE: This specification describe four (4) new AWD Pursuit Rated 4-door vehicles SUVs
specifically manufactured and equipped for Police Department patrol use.
All federal and state safety regulations pertaining to motor vehicle construction and compulsory
equipment form a part of this specification.
The vehicles desired under this specification are for use as police vehicles which will be operated
primarily on streets and roadways within the City limits of Dodge City. The vehicles furnished
under this specification shall be specially manufactured to meet all the requirements stated
herein. These specifications represent the minimum qualities of the vehicles desired. The
product furnished under these specifications may exceed the specified values providing the
vehicle is compatible to the end use - both in engineering and physical makeup.
Police equipment/accessories are to be professionally installed by an experienced emergency
vehicle upfitter as part of the purchase and the City of Dodge City will receive the vehicle ready
for service duty.
Vehicles shall be guaranteed to include all the latest engineering developments adopted by the
manufacturer applying to transmissions, carburetors, engines, and accessories. Engines with
oversized bores, undersized main bearings, or non standard size pins will not be acceptable under
these specifications.
ADHERENCE TO SPECIFICATIONS: Deviation from any of the requirements below shall
be stated on the bid form or attached to said form. Unless so stated by the bidder, the City of
Dodge City shall assume that all requirements have been met and shall hold the bidder to each
part of the specifications.
Approved equal shall mean equipment and/or components which will furnish the level of service
needed. The equal product shall be the same or better than that described. The City shall be the
sole judge of suitability.
HEAVY DUTY: As used in this specification, ‘heavy duty’ shall mean the item to which the
term is applied shall exceed the usual quality, quantity or capacity supplied with standard
production vehicles and shall be able to withstand unusual strain, exposure, temperature, wear
and use.
MAINTENANCE PERSONNEL: Prior to the awarding of/or entering into any agreement or
contract, whether verbal or in writing, it shall be the responsibility of the manufacturer and/or the
successful bidder to ensure and satisfy the City of Dodge City that there are factory authorized
mechanics to service and repair the vehicle being submitted for consideration without undue
delay.
WARRANTY: The vehicle(s) shall be new and unused, current model, and shall be completely
prepared for customer delivery through service by a factory franchise dealer prior to delivery. A
new vehicle pre-delivery inspection and service sheet properly completed and signed by the
service manager of the seller shall be furnished with the vehicle(s). Each unit shall include all
inspections coupons, certicards or warranty identification cards normally furnished in the
purchase in accordance with standard warranty policy. Said warranty maintenance required,
when performed by the City of Dodge City shop shall be acceptable to the dealer when it meets
or exceeds the dealer’s certification requirements. Evidence of such preventative maintenance
shall be furnished by the City at no cost.
Bids received shall include a statement of the standard warranty benefits, and company policies
applying to any extended warranty provisions on the police vehicle bid.
Warranty date shall start on the date the vehicle is put into service by the Dodge City Police
Department.
Any consistent failure of motor components, in delivery of vehicles, in meeting specifications, or
in complying with any conditions of delivery schedule may be cause for cancellation of the
balance of the order and cause for disqualification as a future bidder on police vehicles.
Vehicles with missing equipment or otherwise failing to meet or comply with this specification
will not be accepted and shall become the vendor’s responsibility.

DESIGN AND MANUFACTURER’S DEFECTS: Whenever defects of major component
parts clearly due to design or manufacturing occur beyond the standard extended warranty
period, the City reserves the right to obtain adjustments of materials and parts and labor.
IMPLEMENTATION OF WARRANTY: The bidder shall furnish an outline of the method of
implementation of the manufacturer’s standard warranty.
DELIVERY: Each unit shall be completely washed and serviced, including packing of front
wheels and lubricated, at the time of delivery in accordance with factory service specifications.
The vehicle(s) shall be properly cleaned, windows washed inside and outside and all stickers,
markings and protective coating removed from the glass. The vehicle(s) shall be delivered with
separate invoices, registration warranty papers, pre-delivery inspection sheets and required
manuals.
These vehicles must be delivered in 2026.
Service shall also include:
1. A copy of the factory pre-delivery check sheet for each vehicle shall be made on each
phase of the service as to who performed the service.
2. Greasing, motor and drive train lubricants at proper level.
3. Tuning of engine to manufacturers specifications.
4. Verification of front end alignment and wheel balance. All suspension components
checked for tightness of bolts.
5. Gas gauge shall show full upon arrival at delivery point.
6. All pre-delivery service shall be performed by the franchised dealership.
The original manufacturer’s statement of origin, a service authorization card and a properly
executed service and warranty policy shall accompany each vehicle delivered.
Each car shall be completely checked by the vendor to ensure conformance with the
manufacturer’s specification and the City of Dodge City’s specifications as stated herein. An
itemized check sheet shall accompany each vehicle indicating who checked the vehicle prior to
delivery for conformance to specifications. (This inspection may be incorporated with the
factory pre-delivery inspection sheet and shall be approved by the purchaser).
THE USE OF DEALER IDENTIFYING ITEMS SUCH AS LICENSE PLATE FRAMES,
DECALS, BUMPER STAMPS, DEALER TAGS OR ANY TYPE OF DEALER
ADVERTISING MATERIAL ATTACHED TO THE VEHICLE SHALL NOT BE
PERMITTED. The City will not accept delivery of any vehicle(s) if such material is attached
and should it be necessary for the City to require the removal of any such items, any damage
caused to the vehicle(s) shall be repaired by the Dealer in a like-new condition. The above shall
not apply to manufacturer’s trademarks and model designations normally installed on the vehicle
at the factory.

INFORMALITY: The City of Dodge City reserves the right to reject any or all bid, waive any
informality or to select any bid deemed to be in the best interest of the City of Dodge City.
DETAILED MINIMUM SPECIFICATIONS:
The vehicles furnished under this specification shall be a new model offered to the general trade,
at least equal in every respect to the construction and performance characteristics shown in the
manufacturer’s specifications and descriptive literature for this type vehicle as manufactured and
advertised for delivery in the continental United States and including all equipment normally
offered and installed at the factory. “Stripped” or “fleet” car versions are specifically excluded.
All vehicles offered shall meet or exceed the following minimum specifications. All items
specified shall be factory installed, inspected, tested and/or calibrated as required. The
manufacturer’s policies pertaining to dealer installation should be stated in the bid submitted.

BODY STYLE: All police vehicles shall be a 4-door. Door molding is not required.

COLOR OF VEHICLE: The police vehicle shall come from the factory painted
white. Front panels, bumper, grill and hood shall be white, four doors and top of
vehicle shall be white, back panels, trunk, and bumper shall be white. Factory
white police unit.

LOCKS: Cars are to be equipped with electric locks. Rear door locks are to be
inoperable from rear doors, but shall be operable from driver’s position. All
physical locks are to be keyed identically and must
match existing Dodges in DCPD fleet.

FACTORY KEY FOBS REQURED: three factory remotes to be provided for
each vehicle to match existing Dodge fleet.

INTERIOR OF BODY:
a. Front seat - shall be two heavy duty bucket or split 40/40 seats with
heavy duty springs, foam cushions and backs. Seats shall be so
constructed as to withstand heavier usage than the normal passenger
seats. The covering of the seats shall be of fire resistant, heavy duty
cloth or approved equal. Driver’s side seat shall be six way power
seat.
