I. Specifications for Stone and Gravel Aggregates
This IFB is to solicit bids for stone and gravel aggregates for use in the maintenance of
roads and bridges maintained by the Hamilton County Highway Department.
Coarse aggregates, fine aggregates, and rip rap shall be in accordance with the most
recent version of the Indiana Department of Transportation (“INDOT”) Standard
Specifications. Aggregates used for chip seal shall meet the requirements for Class A or B
aggregates. The bid price for all sizes of aggregates shall include FOB County trucks.
Aggregates, except fine aggregates used for snow and ice abrasives and those labeled
(Commercial Grade), shall be supplied by a Certified Aggregate Producer in accordance
with Section 917 of the most recent version of the INDOT Standard Specifications.
The successful Bidder on aggregates for chip seal will be required to have a minimum of
2,000 tons of #11 stone in stockpile. The stockpile is to be used only by the Hamilton
County Highway Department and should be ready by August 1.
The Bidder must supply a letter stating the product(s) being supplied are approved,
certified product(s) per the Certified Aggregate Producer Program.

Please highlight in your submittal the following items to aid in the process of publicly
reading some selected items when bids are opened:

Bidders must acknowledge in their bid that pricing may be extended to other Hamilton
County Departments and to Riverview Hospital. Bidder is to specifically list any and all
exceptions to these specifications.
All bid prices will be considered firm prices and awards shall be valid March 1, 2026,
through February 28, 2027.
II. Evaluation Criteria
The evaluation of bids shall be based on the specification requirements for a particular
purpose described in this IFB. In accordance with IC 5-22-7-4, the County will only use
criteria specified in this IFB during bid evaluation.
III. Submission Instructions
• Two (2) hardcopies of the Bidder’s bid must be submitted in a sealed envelope clearly
labeled Bid for IFB #C12026 to the following address:

• One (1) copy of the bid must be electronically submitted in PDF format to
procurement@hamiltoncounty.in.gov.
• Bids must be submitted to the above address and email address no later than February
6, 2026, by 3:00 PM ET.
• If bids are being submitted via USPS, FedEx, UPS, or any other mail carrier, please
ensure that the mailing envelope is clearly marked Bid for IFB #C12026.
Other forms of submission (fax or online) will be rejected.
Bids submitted after the deadline will be rejected.
IV. IFB Timeline
Please review the IFB timeline below. Dates may be modified or amended at the
discretion of the County, which will post an addendum to this IFB notifying prospective
bidders of any change.

V. Terms and Conditions
• All materials and supplies, unless otherwise specified shall be in compliance with the
appropriate section(s) of the latest version of the INDOT Standard Specifications or
Hamilton County Specifications 2002 on file in the Auditor’s Office. Specifications on
file in the Auditor's Office supersede State Highway Specifications.
• The County reserves the right to accept more than one Responsive and Responsible bid or
reject any and/or all bids, or any part thereof. The County reserves the right to assemble a
team to review the bids received.
• The County reserves the right to award on a line-item basis.
• Pursuant to IC 5-22-18-2, the County reserves the right to cancel or reject this IFB in
whole or in part.
• The County does not require a Bidder to submit a certified check/bid bond or other
evidence of financial responsibility with its bid.
• In compliance with IC 5-22-17-3, upon request of the vendor and approval by the Board
of Commissioners, awards may be extended by one-year increments not exceeding a
maximum contract term of four years.
• All Bidders will be accorded fair and equal treatment with respect to any opportunity for
discussion and revision of bids. The County may enter into discussion with Bidders to
clarify and assure a full understanding of bids.
• Hamilton County, Indiana, in accordance with Title VI of the Civil Rights Act of 1964, 78
Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations,
Department of Transportation, Subtitle A, Office the Secretary, Part 21, Non-
Discrimination in Federally Assisted Programs of the Department of Transportation
issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively insure
that in any contract entered into pursuant to this advertisement, minority business
enterprises will be afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of race, color, or national origin in
consideration for an award.
• The County may refuse to disclose the contents of bids during discussions with eligible
Bidders.
• Bidders shall not contact Hamilton County Board of Commissioners or any other voting
body. All correspondence and questions for this IFB should be handled through the IFB
Contact.
