INVITATION FOR BIDS
Sealed proposals will be received from pre-qualified contractors at the office of the Department
of Public Works of the City of Manchester, New Hampshire before or at 1:00 P.M., prevailing
time on the 14th day of January, 2026 for the following described services:
TRAFFIC SIGNAL INSTALLATION- 2026
CITY # FY26-500-23
The work consists of the installation of new signalization at the intersection of Cilley Road and
Jewett Street including all work to install signalization at an existing four-way, stop-controlled
intersection, along with the maintenance of traffic during construction. It also includes adding
pedestrian signal phases and associated equipment to the existing traffic signals at Maple Street
and Lake Avenue and Pine Street and Auburn Street.
Certified Check/Bid Bond $30,000
Plans and specifications may be seen at the office of the Department of Public Works, at the
following locations:
Department of Public Works, 475 Valley Street, Manchester, NH 03103
Specifications and proposal forms may be obtained on the City’s website at
www.manchesternh.gov, or may be obtained at the Office of the Department of Public Works
for twenty-five ($25.00) dollars cash or check, non-reimbursable. The check shall be made
payable to: "Department of Public Works, City of Manchester, N.H."
All individuals, firms, partnerships, or corporations intending to bid must be prequalified for
the project. Those contractors who have not submitted their Annual Prequalification forms and
are interested in bidding shall be required to submit their project specific prequalification form
at least five (5) working days prior to the bid opening.
Prequalification forms may be obtained at the Office of the Department of Public Works (475
Valley Street) for $5.00 or downloaded from the following URL:

Proposals must be completed in both words and numerals on regular proposal forms, which
shall be submitted in a sealed envelope marked: "Proposal for "Traffic Signal Installation -
2026", addressed and delivered to the Department of Public Works not later than the date and
time mentioned above, at which time they will be publicly opened and read aloud.
Proposals must be accompanied by a Certified Check or Bid Bond in the amount listed above,
payable to: "Department of Public Works, City of Manchester, N.H.", as security for the
execution of the contract.
A Performance and Payment Bond each in the amount of 100 percent of the contract price, will
be required of the successful bidder.
