Solicitation Summary
The purpose of this solicitation is to secure additional Contractors who can provide optimal quality snow and ice removal services for the City of Baltimore (City) in accordance with specifications and documents contained herein. The required services, which are further described in the Detailed Specifications section of this solicitation will be performed for Baltimore City Department of Transportation (BCDOT). B. A Bidder that was issued an award under Request for Quotes (RFQ)-000082 &-000372 may choose not to submit a bid for this solicitation. This is because no secondary retainer fees will be paid as a result of this solicitation to any Contractor. C. All other potential bidders that have the capacity and resources to perform the required services are strongly encouraged to submit bids for a new contract, regardless of whether you have been a Contractor for snow removal services with the City in the past. D. The Contractor shall provide and pay for all labor, materials, vehicles, parts, equipment, delivery, travel, lodging, employee payroll and benefits, and all other supplies and services necessary for and reasonably incidental to furnishing the products or services specified herein, except where otherwise specified as being the responsibility of the City. E. This is requirements type contract. Goods or services will be ordered on an as-needed basis over time. The City reserves the right to order additional products/services at stipulated contract prices for one year after Solicitation Opening. F. Refer to the Detailed Specifications section of this solicitation for product/service requirements and details. G. Also be certain to download any Attachment(s), or addenda as posted on Workday, which must be taken and considered together with this solicitation, and which are considered a part hereof, the same as if specifically written herein. To ignore or overlook the attachment(s) may result in rejection of the bid submission.

Additional Instructions
DS1. BASIC PRODUCT/SERVICE DESCRIPTION: A. The Contractor shall provide the necessary expertise to perform snow and ice removal operations on roadway, ramps, bridges, parking lots, and other areas designated by the Baltimore City Department of Transportation (“BCDOT”) (or other City agency) in Baltimore City or at City owned facilities. Please note that Contractor trucks may be required to operate 24 hours a day during emergency operations, at the discretion of the department’s Maintenance Division Chief (“MDC”) or their designee. The Contractor will be responsible for providing relief drivers, if necessary. The Contractor will be assigned specific snow zones and will be called in when there is a full or partial deployment for winter operations. (1) snow removal. (2) Contractor(s) will be instructed as to which locations listed in Appendix B require Contractor(s) with five (5) or more trucks must supply sufficient site supervisor(s), including transportation and cellular phone/radio to ensure proper coordination with its own Revised 8/12/2026 15 RFQ-000858 – SNOW REMOVAL SERVICES – Due: 09/16/2026 operators and the City. (3) Contractors or site supervisors must keep records of time and location of each piece of equipment on hand and submit regularly to the City’s Snow Room, or upon demand, and with all requests for payments. DS2. DETAILED SPECIFICATIONS: A. SPECIAL NOTICE TO CONTRACTOR ON USES OF FARM TRUCKS As per recently passed legislation, the BCDOT will only use vehicles registered as farm trucks for snow removal when a “State of Emergency” or “Local State of Emergency” has been declared as per the Public Safety Article. Furthermore, the following requirements must also be met: (1) (2) The farm truck must have a current DOT inspection. The operator of the farm truck must possess a valid commercial driver’s license and a valid medical card. (3) The owner of the farm truck must have the minimum insurance described elsewhere in this document. (4) The farm truck must use ultra-low sulfur diesel fuel while assisting the BCDOT in snow removal operations.
