Notice of Intent



The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the Clinical & Laboratory Standards Institute (CLSI) located in Berwyn, PA to purchase a membership within the Clinical and Laboratory Standards Institute with four possible option periods.



The National Institute of Standards and Technology (NIST) Chemical Sciences Division (CSD) provides the measurement science, standards, technology, and data required to support the nation’s needs in chemical sciences. In partnership with U.S. industry, government agencies, and scientific institutions, the Division performs fundamental and applied research on the measurement of a variety of chemicals. The Division provides measurement science, reference materials, reference data, and technologies to foster innovation and measurement confidence in health care, nutritional, and environmental analyses.



Part of the mission of the CSD is to develop technical standards for health care community. To that end, CSD uses the extensive database of the Clinical and Laboratory Standards Institute (CLSI) to develop and help implement these standards. The CLSI uses a collaborative approach with government, industry and from healthcare professionals to generate quality system procedures that are technically defensible, effective and efficient.



Sole Source justification is based on the following:



The Clinical Laboratory Standards Institute (CLSI), which was formerly known as the National Committee for Clinical Laboratory Standards (NCCLS), develops voluntary consensus standards for clinical laboratory testing. These recommendations are Issued In the form of guidance documents and are continually updated. Due to the clinical chemistry community relies heavily upon NIST for clinical reference materials, it is important that NIST is familiar with the best practices within the field. As a result, membership In CLSI has been essential to maintaining the relevance of NIST programs to our stakeholders and customers. CLSI has no trade partners or resellers of these memberships. No other membership organizations are capable of meeting all of the requirements included within the CLSI membership.



The resulting order will be a Firm-Fixed Price purchase order.



NAICS code for this requirement will be 561330 - Professional Employer Organizations, with a small business size standard of 36.5 million dollars.



No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 12/24/2024 will be considered by the Government.



A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
