This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will not be issued.

Instructions to offerors, (FAR Part 36) evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The solicitation number is 70Z02925QNEWO0008 and is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses.

Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable.

Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36,

Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations.

This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

This is a small business set aside, the applicable NAICS code is 238220 and PSC code is Z2AA

This solicitation will result in a Firm-Fixed Price Construction Contract awarded to the offeror with the Lowest Price. Offerors must actively be registered in System for Award Management - https://www.sam.gov

The USCG Station Grand Isle has a requirement for the vendor to provide all labor, materials, and equipment necessary to remove and replace the following:

1. Contractor shall completely evacuate, disconnect and remove current Air Conditioning Condenser/evaporator systems, supply ducting/insulation and Fan Coil Unit on southwest wing of the UPH building (indicated on reference drawings).


2. Install 24 GA Insulated galvanized sheet metal for duct work plenum supply ducting.


3. Install new Fan Coil unit with Single-Stage 4-Way Multipoise Condensing Gas furnace/5 Ton Evaporator A Coil Cased Multipoise Painted 24" Width reconnecting outside air supply ducting.


4. Install New 5 Ton up to 15 SEER2 residential Air Conditioner Condenser unit on Grated Platform outside of Utility room.


5. Contractor is responsible for the disposal of all old materials IAW federal and state laws.


6. Contractor Shall Charge new system with refrigerant and test cooling/heating modes in presence of Contracting Officer’s Representative.


7. Required delivery 60 days after award.


8. Contractor shall protect all equipment and merchandise in work locations.


9. All work must be approved by the Contracting Officer’s Representative.


10. Contractor will remove any excess waste materials left after repairs are completed. The jobsite will be cleaned. The contractor shall not use Coast Guard dumpsters or any waste receptacles for disposal of debris.


11. Contractor shall provide labor, materials, and equipment for all requested work and for cleaning up all excess materials.

FAR 52.237-1 - Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
