Courts Resurfacing

1. PROJECT OVERVIEW
Brunswick County is soliciting sealed proposals from qualified contractors to resurface
and/or stripe pickleball, tennis, and basketball courts at three (3) Brunswick County Parks,
as set forth below. This is a re-advertisement due to an insufficient number of
responsive, responsible proposals received. Contractors who previously submitted a
proposal and who would like to still be considered for this work must re-submit a
proposal.
The project aims to restore surface integrity, improve playability, and extend the lifespan
of existing courts, while ensuring compliance with applicable safety and accessibility
standards.
2. SCOPE OF WORK
Brunswick County has established the following objectives for this project. The contractor
shall provide all labor, materials, equipment, and supervision necessary to complete the
following tasks for each court type (pickleball, tennis, basketball). The contractor will be
responsible for conducting site assessments as it deems necessary during park normal
operating hours. Brunswick County may negotiate and refine the final Scope of Work with
the selected contractor. Brunswick County reserves the right to negotiate additional
services with the selected contractor at any time after the initial contract award.
Interested contractors must submit a proposal to complete the Scope of Work at all
locations listed herein.
Northwest District Park, 1937 Andrew Jackson Highway NE, Leland, NC 28451
(Resurface Basketball Courts and Stripe Tennis Courts with Pickleball Lines)
Description: The proposed area for the basketball court resurfacing is 100’ x 132’. The
selected contractor shall verify the dimensions on site before starting work. The courts shall
be resurfaced with acrylic surfacing and mask and hand painted lines. Color(s) to be
selected by the County after contract award.
Product Desired:
Acrylic basketball court resurfacing.
The existing base of all courts is asphalt.
Existing court surface is acrylic surfacing (20-30 years old).
Northwest Park contains two (2) basketball courts needing resurfacing.
Clean courts surface of all foreign materials and debris.
Power wash all mildewed areas to insure proper adhesion of new materials.
Remove all existing wood particles from the courts surfaces and patch all voids
caused by wood in the existing asphalt.
Clean, fill, and level all depressions on courts.
Supply and apply one (1) acrylic resurfacer and two (2) sand filled color coats (Colors
will be determined later).

Lines shall be the format of a standard basketball court with a traditional 19.75’ 3-
point arc.
Layout, mask, and hand paint four (4) sets of pickle ball lines on two (2) of the
existing tennis courts.
Required items for proposal:
Design, specifications, and description of project.
Detailed quote for project (asphalt/base, acrylic surfacing, etc.).
Product warranty information.
Approximate timeline of work from notice to proceed by the County.
Lockwood Folly Park, 430 Green Swamp Road, Supply, NC 28462
(Resurface Basketball and Tennis Courts)
Description: The proposed area for the basketball court resurfacing is 100’X 68’. The
proposed area for the tennis court resurfacing is 110’x 120’. The selected contractor shall
verify the dimensions on site before starting work. The courts shall be resurfaced with
acrylic surfacing and mask and hand painted lines. Color(s) to be selected by the County
after contract award.
Product Desired:
Acrylic tennis and basketball court resurfacing.
The existing base of all courts is asphalt.
The existing court surface is acrylic surfacing (20-25 years old).
Lockwood Folly contains two (2) tennis courts and one (1) basketball court needing
resurfacing. Courts contain large cracks that need additional work.
Clean courts surface of all foreign materials and debris.
Power wash all mildewed areas to insure proper adhesion of new materials.
Remove all existing wood particles from the court surface and patch all voids caused
by wood in the existing asphalt.
Clean, fill and level all depressions on courts.
Supply and apply one (1) acrylic resurfacer and two (2) sand filled color coats (Colors
will be determined later).
Layout, mask, and hand paint 2” white lines as to U.S.T.A. specifications.
Layout, mask, and hand paint four (4) sets of pickleball lines on all courts.
Lines shall be hand paint 2” white lines the format of a standard basketball court with
a traditional 19.75’ 3-point arc.

Detailed quote for project (asphalt/base, acrylic surfacing, etc.).
Product warranty information.

(Resurface Basketball Court and Stripe Pickleball Courts)
Description: The proposed area for the pickleball court resurfacing is 75’ x 210’. The
selected contractor shall verify the dimensions on site before starting work. The courts shall
be resurfaced with acrylic surfacing and mask and hand painted lines. Color(s) to be
selected by the County after contract award.
Product Desired:
Acrylic court resurfacing.
The existing base of all courts is asphalt.
Existing court surface is acrylic surfacing (6 years old).
Clean courts surface of all foreign materials and debris.
Power wash all mildewed areas to insure proper adhesion of new materials.
Remove all existing wood particles from the courts surfaces and patch all voids
caused by wood in the existing asphalt.
Clean, fill and level all depressions on courts.
Supply and apply one (1) acrylic resurfacer and two (2) sand filled color coats (Colors
will be determined later).

3. PROPOSAL DEADLINE AND SUBMISSION REQUIREMENTS
3.1 All sealed proposals must be received by Brunswick County no later than February
20, 2026, at 2:00 pm ET, at which time they will be opened publicly and read aloud
as set forth herein.
3.2 All proposals must include the following:
The proposal title and due date and time.
A cover letter/letter of intent on contractor’s letterhead, signed by an authorized
representative of contractor, expressly agreeing to Brunswick County’s terms
and conditions contained in this Request for Proposals and its attachments.
The contractor’s name or company name, address, and telephone number.
The name, address, and telephone number of company representatives with the
authority to answer questions or provide clarification regarding the proposal’s
contents.

A list of key personnel to be assigned to perform the services and each person’s
qualifications. Personnel should possess relevant and diverse knowledge and
expertise in their respective fields.
The names of any and all subcontractors expected to perform services in
connection with the project and their qualifications. Include the estimated
percentage of work that each subcontractor is expected to perform. Brunswick
County reserves the right to accept or reject any proposed subcontractor.
A detailed Form of Proposal in substantially the form attached hereto and
incorporated herein by reference.
A full description of services and processes that will be implemented and
ongoing to complete the project in the most efficient, timely and comprehensive
manner. The description should include a detailed implementation plan and
project schedule outlining the primary tasks, estimated hours, responsibility,
major deliverables, and timing, including an estimated start date. Additional
project deliverables are set forth below.
Any assistance requirements from Brunswick County.
A detailed company description and history, including the areas of expertise
related to the project.
A reference list of at least three (3) current projects or projects completed within
the past twenty-four (24) months for projects of similar size and scope,
including the name and telephone number of a contract person for each
reference listed.
Certificate of Insurance as evidence that contractor meets the County’s
Minimum Insurance Requirements attached hereto.
Contractors shall provide documentation sufficient to clearly demonstrate that their firm
meets or exceeds the requirements set forth in this Request for Proposals. Failure to
provide such documentation may result in the proposal being deemed non-responsive.
In addition to the foregoing, Brunswick County reserves the right to request financial
information for any contractor, in order to support the viability of the contractor.
