Solicitation Summary

The Maryland Department of Service and Civic Innovation (DSCI) is soliciting proposals from qualified organizations to provide third-party administration services for the Maryland Member Assistance Fund. The selected contractor will administer a financial assistance program for eligible members serving in DSCI-supported programs, including application intake, eligibility review, applicant communications, fund administration, disbursement of approved assistance, reporting, and related administrative support. The contractor will operate a secure online application portal, maintain confidential records, provide timely customer service, and administer the program in accordance with DSCI-established policies and eligibility requirements. Award will be made to the responsible Offeror whose proposal is determined to provide the best value to the State based on the evaluation criteria identified in the solicitation.

The complete solicitation, including all instructions, submission requirements, attachments, and evaluation criteria, is contained in the attached Request for Proposals (RFP). Offerors are responsible for reviewing the solicitation in its entirety. Questions shall be submitted in writing to the Procurement Officer by the date and time specified in the RFP. Responses to questions and any amendments to the solicitation will be issued through eMMA. Late proposals will not be accepted.
