REQUEST FOR RELEASE OF FUNDS

On or about January 5, 2026, the City of Moline will authorize the Moline Housing Authority to submit a request to HUD for the release of Project-Based Voucher (a component of the Housing Choice Voucher) Program funds under Title I, Section 8(o)(13) of the United States Housing Act of 1937, as amended , to undertake a project known as Parkview-Apartments-of-Moline, for the purpose of the below project:

The project - Parkview Sites 1 and 2, involves the construction of five (5) quad-plex apartment buildings and one (1) duplex to be called Parkview Apartments and will house a total of twenty-two (22) multi-family residential dwelling units. The units will target households in need of permanent supportive housing who earn 30% or less of the area median income and households that earn less than 50% of the area median income. The development will include the construction of the apartment buildings and associated infrastructure including parking areas and a storm water management system. This project would help to address the tremendous demand for affordable housing in Rock Island County. As proposed, the project will impact two non-continuous parcels, totaling approximately 2.14 acres in size. Site 1 is currently developed with a two-story, single-family residential home that has been present since at least 1938, two storage sheds, a gravel driveway, landscaped regions and mature trees. Site 2 is currently developed with a 1,500 square foot commercial structure that has been present since the 1960's and previously operated as a salon/barbershop and a law office, concrete paved access drive and parking lot and landscaped regions.      More specifically, the Site 1 of the project area is further identified by Rock Island County Property Identification Number (PIN) 17-05-200-024, addressed as 1809 14th Avenue and Site 2 of the project area is further identified by Rock Island County PIN 08-34-400-021 at the approximate central coordinates of Site 1 are 41.50361 degrees north latitude, 90.47962 degrees west longitude and the approximate central coordinates of Site 2 are 41.49890 degrees north latitude and 90.50910 degrees west latitude. A map depicting the project site and immediate vicinity is provided as Exhibit 1.

FINDING OF NO SIGNIFICANT IMPACT The City of Moline has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Moline, Community & Economic Development Department, 619 16 Street, Moline, IL  61265 and online in the HEROS system, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.

ENVIRONMENTAL CERTIFICATION

The City of Moline certifies to HUD that Sangeetha Rayapati in her capacity as Mayor of Moline consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Moline Housing Authority  to use program funds.

OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the City of Moline’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Moline; (b) the City of Moline has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, William Dawson, III, Director, Public Housing, at For security reasons, you must enable JavaScript to view this E-mail address. .   Potential objectors should contact HUD to verify the actual last day of the objection period.

SOLICITUD DE LIBERACIÓN DE FONDOS (RROF)
El 5 de enero de 2026 aproximadamente, la Ciudad de Moline autorizará a la Autoridad de Vivienda de
Moline (Moline Housing Authority) a presentar una solicitud ante HUD para la liberación de fondos del
Programa de Vales Basados en Proyectos (un componente del Programa de Vales de Elección de Vivienda)
bajo el Título I, Sección 8(o)(13) de la Ley de Vivienda de los Estados Unidos de 1937, en su versión

sistema de manejo de aguas pluviales. Este proyecto ayudaría a atender la enorme demanda de vivienda
