Pre-solicitation Notice - FAR 5.204
The mission of U. S. Customs and Border Protection (CBP), Office of Air and Marine Operations (AMO) is to protect the American people and the Nation's critical infrastructure through the coordinated use of integrated air and marine forces to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs and other contraband toward or across the borders of the United States. AMO utilizes a fleet of Maritime Patrol Aircraft (MPA) – P-3 and DHC-8 - to accomplish its core competencies of interdiction, investigation, domain awareness and contingency operations and national tasking. To keep this aviation fleet operational, AMO requires continuous aviation maintenance and logistics support services at its various operating sites within Continental United States (CONUS) and Outside the Continental United States (OCONUS).
CBP has successfully operated the MPA fleet in support of the combined mission to combat terrorism, human smuggling, drug smuggling, and the transport of counterfeit or unsafe goods by providing a comprehensive understanding for situational awareness.
In order to accomplish AMO's strategic mission there is a need for a reliable maintenance and logistics contract to sustain aircraft readiness in support of CBP's law enforcement, security missions, and to continue to achieve the strategic goals and homeland security missions.
CBP intends to issue a solicitation with a Request for Proposal for Organizational (O) and Intermediate (I) level maintenance and aircraft logistics support. These requirements are applicable to all aircraft systems/subsystems (including but not limited to engines, avionics, environmental, hydraulic, electrical, etc.), aircrew systems, Support Equipment (SE), Ground Support Equipment (GSE), and tooling.
The MPA fleet currently consists of long range, high-endurance, all-weather, multi-engine turbo-prop aircraft. The aircraft are modified and equipped with state-of-the-art, highly sophisticated sensor equipment, i.e., radar, electro-optical and infrared (EO/IR) detecting systems designed to facilitate smuggling detection, interdiction, tracking and apprehension.
CBP intends to award a contract for the maintenance and logistics support services. The contract will consist of a phase in, one year base period, nine one-year option periods, and a phase out. The acquisition strategy will be full and open competition utilizing Two Step Advisory down select procurement process [FAR 15.202] with confidence evaluation ratings.
