Wilcox Landfill Decommissioning and Reclamation

The Village of Wilcox is seeking quotations from experienced and qualified contractors as part of the decommissioning and reclamation of the Wilcox Waste Disposal Grounds (a former municipal landfill) via the consolidation of existing surface waste and construction of an engineered clay cap cover system as described in the bid/contract documents. The Village of Wilcox has made available in-situ clay soils and topsoil adjacent to the proposed cap footprint (at no cost to bidders) from the areas designated as the future ponds for use by the contractor which has been verified by the engineering consultant (KGS Group) as suitable for use as part of the project. No clay or topsoil is to be utilized beyond what is detailed for the ponds in the project Drawings.

The clay cap is to be constructed in the fall of 2025 and cannot be delayed to the spring of 2026 due to constraints associated with the approved funding stream received by the Village for this project. The contractor shall be considered the general contractor responsible for all project works, including but not limited to earthworks, quality assurance / quality control testing (compaction testing, layout surveys, elevation surveys, quantity surveys, etc.) and management of required subcontractors (hydroseeding, leachate removal, etc.). Due to timing constraints associated with the project, the Village of Wilcox and KGS Group will facilitate an expedited review of bid submissions to facilitate the September 24, 2025 project mobilization / start-up date as well as the October 31, 2025 substantial completion date.

The contract to be used as part of this project is CCDC 4 - 2023 (Unit Price).

• Documents describing the bidder's company, relevant project experience, and proposed team.
• Construction schedule (in accordance with Section 01 32 16 of Contract Documents)

Should a request for a pre-bid meeting be requested via an inquiry, KGS Group will issue an addendum stating the time and date in which the pre-bid meeting will be scheduled at the project site.
