RFP – Fiber Optic Engineering Services

Northern Wasco County PUD (The District) is seeking qualified Engineering Firm(s) with experience designing aerial/underground mainline/middle mile/last mile fiber optic systems in preparation for construction.

The purpose of this Request for Proposals (RFP) is to solicit qualified Firms to demonstrate their experience, technical capabilities, and approach to providing professional fiber optic engineering services in support of the District’s fiber network projects. Services may include, but are not limited to, fielding-ready design, field reviews, pole surveys, pole attachment applications, construction prints, permitting, and pole application administration support. As a member of the QLife Intergovernmental Agency, the District assists QLife with maintaining and deploying fiber and broadband services in Wasco County. QLife offers fiber-based services to residents and businesses in communities of Wasco County through a mixture of underground and aerial fiber optics. QLife serves its customers through a combination of lit and dark fiber services, some with Service Level Agreements, and some without.

All engineering personnel shall adhere to the highest quality standards and workmanship. The Firm shall be responsible for maintaining satisfactory standards of employees' competency, conduct, courtesy, appearance, honesty, and integrity, and shall be responsible for taking such disciplinary action with respect to any employee, as may be necessary.
